Job description:


This is an exciting opportunity to lead international work to build the insights and research capability of our partners and allied governments overseas as part of the Cabinet Office Government Communication Service International (GCSI).


Led by the Cabinet Office in partnership with other government departments and our embassy network, the unit deploys experts from across the Government Communication Service (GCS) and the wider civil service to support short to long term strategic insight and research projects that support UK Government overseas objectives with 35 partner and allied governments around the world.


Responsibilities & Duties

  • Support delivery of a portfolio of international projects of research, insight and evaluation work to inform communications programmes and strategies across multiple countries and geographic regions
  • Media and social media analysis around key topics and themes
  • Commissioning international polling and qualitative research
  • Build the capability of partner governments in communications insight, utilising best practice and expertise from the UK Government
  • Collaboratively work with key stakeholders to adapt UK best practice to local context.
  • Monitoring and evaluating effectiveness of projects, including financial reporting.
  • Supporting the improvement of the business unit through providing feedback from projects to help drive professional development within the team.

Person specification:


Experience / Ability

Essential:

  • Experience analysing and making actionable recommendations from data sources and research in order to solve business problems, ideally these would relate to communications in some way.
  • Social research experience using quant and qualitative research methodologies.
  • Experience developing of research materials and tools (i.e. questionnaires, discussion guides, reports) in order to meet needs set out in a brief or business problem and / or monitor performance against comms KPIs.
  • Proven ability to project manage and deliver to tight deadlines. This is a demanding role so a track record of managing multiple complex research and communications tasks is essential.
  • Excellent report writing, presentation and data visualisation skills.
  • Excellent interpersonal skills, where possible demonstrated with overseas experience.
  • Able to play a role in maintaining a positive and inclusive culture within the team.

Desirable:

  • Behavioural Science expertise.
  • Experience managing research projects and suppliers to ensure high quality deliverables to agreed timelines.
  • Consultancy mindset experience and understanding of advising clients is highly desirable.
  • Experience of media and social media analysis toolst.
  • Experience of using social media and/or media analysis tools.
  • An understanding of, and practical experience with data analysis and visualisation tools, e.g. Data Studio, Tableau or Power BI.
  • Experience working with high volumes of data and appropriate tools (e.g. python, R, Google BigQuery).
  • Some initial experience of line management desirable but not essential.

Technical

  • Should have technical research and evaluation skills, with experience of working across a range of qualitative and/or quantitative research techniques.
  • Other relevant qualifications / accreditations e.g. Market Research Society, Government Social Research are desirable but not essential.
  • IT and Data Analytics Skills.
