Description

Management support to the DEID and Population Health Board Act as senior management support to the DEID, acting as a deputy when required.

Act as senior management support to the Population Health Board.

The Head of HIPP will be highly flexible and able to change in response to the dynamic and complex environment in which they operate.

Politically astute, this role will deal with strategic, contentious, sensitive, delicate, and confidential information.


Represent the directorate at key strategic meetings (including external meetings) Support the DEID in the day-to-day management of relationships with external stakeholder and external bodies.

Responsible for producing complex and sensitive reports and presentations.

Support and promote a positive organisational culture for the Integrated Care Board as well as at System and Place level.

Develop, manage, and foster an effective network of relationships with internal colleagues (working with Executive Directors, programmes, clinical leads, and senior leaders) and external stakeholders (working with the Integrated Care Alliances, Local Authorities, the Directors of Public Health, Primary and Secondary care providers, and Voluntary, Community & Independent Sector organisations) to foster a strong culture of partnership working around Health Inequalities and Prevention.


Leadership and Management Develop effective business planning for the directorate to ensure that all elements of remit of the DEID and the Population Health Board around Health Inequalities, Prevention, Population Health Management and Innovation have effective plans to ensure delivery to time and to the required outputs/outcomes.

Directly manages the team, responsible for day to day work assigned to Team. Responsible for the recruitment of colleagues, chair of recruitment panels and acting as the recruiting officer. Responsible for undertaking appraisal and personal development including progressing any disciplinary or capability issues.


Forge close positive working relationships, in order to support an effective matrix approach to achieve BSW ICB objectives for Health Inequalities, Prevention, and Population Health Management.

Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget.

Plan, allocate and adjust on-going work plans depending on strategic needs and organisational priorities, some of which may impact beyond own work area.

Work with other team members and colleagues across the System from partners and provider organisations to ensure that using matrix working there is effective use of resources, capabilities and capacity to ensure that work plans are delivered.


Financial and Physical Resources Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.

Budget holder for assigned function/team, budget setting with the DEID and Finance.

Responsible for ensuring adherence to the budget, ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.
