The Upstream Health, Safety, Environment and Regulatory Lead will report to the Upstream Operations Manager and functionally report to the HSEA Director.

The Upstream HSE & Regulatory Lead will provide advice, investigation support and intervention, and proactively share learnings from other assets, organisations and regulatory bodies to drive best practice from a production operation perspective.

The role interacts with regulatory bodies and represents the company by engaging, responding to and challenging regulatory inspectors where appropriate, and in ensuring compliance with both company and regulatory Health & Safety requirements.

Close liaison with the Upstream Environment Advisor, Technical Safety Engineer and site based HSE Coach and Medic is essential. The position is onshore based, but with an expectation of regular travel to site where appropriate.


PRINCIPAL ACCOUNTABILITIES
The Upstream HSE & Regulatory Lead shall provide a full portfolio of services including, but not limited to:

  • Provide general support and advice to the Upstream Directorate leadership team and the onshore and offshore teams ensuring that activities comply with requirements and meet recommended standards including behavioural.
  • Proactively assist the Upstream Directorate leadership team with discharging their Health, Safety and Environment accountabilities.
  • Interface with regulatory bodies as part of the inspection programs or during 'with cause' engagements e.g. reportable events.
  • Monitor incident/ near miss data for their asset and provide advice to any accident and incident investigations up to and including participating/leading the investigation team.
  • Provide ongoing assurance of all incidents, near misses, audits and Inspections to ensure progress and close out is suitable and sufficient. Conduct regular engagements to assess the quality of these elements and drive appropriate record keeping for future reference.
  • Review Lessons Learned, Safety Alerts, Industry Alerts and outcomes from work by their peers to ensure that their assigned site seize opportunities to learn and improve, eliminating the potential for recurrence.
  • Engagement with Functional Groups within EnQuest to provide assistance or solicit advice / support for the operation. Lead/Participate in risk reviews, supporting upstream in risk management processes.
  • Promotion of EnQuest's culture within all assets and key upstream contracts.
  • Coordinate EnQuest's input to and maintenance of upstream related documents & Safety Cases where applicable.
  • Maintain communication with contractors HSE Advisors where appropriate, attending engagements and ensuring that EnQuest requirements on compliance and behaviours are being met.
  • In the event of an emergency, carry out such duties as identified in the ER procedures or as directed.
  • Undertake routine visits offshore, and audit and support the offshore efforts as appropriate.
Upstream support

  • Health Safety & Environment input to well operations planning and oversight of delivery.
  • Regular interaction with onshore support teams for their site, including attendance at meetings where required.
  • Communication with site HSE Coach, Medic and OIM, including provision of onshore or site based support as required.
  • Oversight and assurance of health, safety & environment related activities to ensure appropriate and timely progress of issues, recording of relevant information and ensuring suitable and sufficient close out activity.
  • Engagement with Upstream Environment Advisors, Technical/ Process Safety Engineers & other functional groups to support operational needs.
  • Audit and incident investigation support as required; oversight and assurance per above if not directly involved.
Regulatory support

  • Planning, preparation, conducting of preinspection checks, execution of and follow up on Regulatory Inspections including the compiling of information related to findings and writing / managing the concluding Inspection letter.
  • Engagement with regulators for reportable events, or where nonreportable events generate Regulator interest.
  • Management of EnQuest technical resources where there is a need for their direct engagement with the regulator.
  • Ensure Group HSEA Stakeholder Manager is aware of emerging issues, including RIDDOR reportable events prior to reporting, & unsolicited regulatory communications.
  • Maintain a thorough understanding of Safety Case, Performance Standards, Regulations, EnQuest procedures and industry practices.
Risk assessment and control of work (CoW) Process

  • Support Risk Assessment activities whether task based, SARA or ORA/WORA requirement.
  • Assist in management of the CoW system and continual assurance of permit/risk assessment suitability.
Monitoring and assurance programs

  • Continual engagement with the site HSE Coach to identify and appropriately manage emerging issues.
  • Ensure Level 3 monitoring program is progressed and feedback on fin
