Energy Efficiency Policy Specialist - Senior Consultant:
Gemserv's low carbon consultancy team is growing in response to rising demand from our energy efficiency portfolio.
We are looking for an individual with industry experience of supporting housing sustainability and/or climate change policy to support our work on policy engagement (clients include Greater London Authority and the National Insulation Association) and our programmes informing investment planning and delivery of the net zero carbon agenda.
Our senior consultants are likely to have demonstrable experience in their previous organisations focused on either housing sustainability or climate change and policy.
In this role you'll be at the forefront of the net zero carbon transition in the UK's housing and public sectors.
The specific role will be shaped around the individual skills and experience that you bring, with a range of opportunities from working with trade associations, developing net zero strategies to project delivery support on some of the UK's most innovative, market shaping projects such as the Social Housing Retrofit Accelerator and Retrofit Accelerator for Homes.

The Role:

- Contribute to the development and management of client and partner relationships
- To take a key role in the delivery of current industry assistance programmes including the Social Housing Retrofit Accelerator and regional energy efficiency schemes.
- To work with trade associations representing the energy efficiency industry and manufacturers, including providing secretariat support
- Contribute to our nationally renowned stakeholder and industry engagement programmes and to provide technical advice to support policy objectives
- Support social landlords and public sector bodies through the delivery journey of their netzero strategies and investment programmes, including: awareness, interest, business case, decision, procurement, build phase, monitoring and project closeout
- To support clients to measure their environmental performance and put in place ESG/sustainability strategies and reporting frameworks

Qualifications
***We are looking to add a range of skills and experience to the team, not necessarily all in the same individual, including:
Essential
- Degree qualified or equivalent relevant work experience in a sustainability or environment related topic, with a focus on housing and/or the wider built environment
- Systematic approach to project management, with extensive experience of working on, multistakeholder projects, often simultaneously
- Ability to review, analyse and benchmark energy and carbon performance, including carbon footprinting, Whole Life Carbon assessment
- Stakeholder engagement, particularly with residents of social housing
- Strong relationship management skills developed through client facing roles
- Subject matter expertise of net zero and the decarbonisation agenda applied to the housing sector

- Social landlord/public sector experience and expertise: asset management, finance, development (ideally with specific experience of managing/coordinating capital spend and retrofit projects)
- Experience in developing and delivering guidance and/or tools to assist with housing retrofit and decarbonisation projects
- Sustainable procurement practices and supply chain sustainability assessment
- Retrofit Coordinator training or other similar energy related qualifications and awareness of PAS203
- Ability to identify potential technical solutions for different housing archetypes, including fabric measures, low carbon heating and renewable energy
- Business development experience prospecting/lead development, develop
