This person will lead the oversight, prioritisation, and quality management of works management activities across Civils and Fibre Planning activities for Giggle and its Build Partners.

The role will require the person to oversee and drive the quality and accuracy of the build inputs and outputs from Giggles Build Partners as well as monitor the workflow management of build activities, essential safety, NRSWA and quality activities and ensure metrics and reporting of critical items to the build directors, executive management team and build managers.

The role will establish a build control to manage activities between build partners, key suppliers, inc. Openreach, and Giggle.

It will include the management of build completion, audits, defects, and day-to-day activities with Openreach, the Scottish Commission and Local Authorities.


Monitoring work packages, Openreach orders, road traffic management notices via Aurora, PIA Notices of Intent, Deviations from Estimates, A1024s, Duct blockages, D Pole management and general order workflow failures will be vital.


The build control will be responsible for reporting the performance and progress of the Civils and Fibre rollouts to the senior management team, including ensuring the quality of data against cost, premises, and availability KPIs.

It will also ensure, with the Giggle Build teams, that build partners meet assigned quality, cost and time-to-market metrics.


Key Duties/Responsibilities

  • Lead all activities with build control, including workflow management, monitoring and reporting, relationship management of Openreach, The Scottish Commission and other organisations related to the build control.
  • Monitor and report on scheduled planned work activities and manage the endtoend workflow.
  • Own the quality checking of the build plan and complete activities working with our Build directors and Planners to ensure outputs meet our cost, time and quality requirements.
  • Manage the day to day whereabouts, NOI Monitoring, build completion and other process and activities supporting Openreach passive infrastructure access product.
  • Liaise and collaborate between Giggle and Scottish Commission, other Utilities, CDM and NRSWA.
  • Manage escalations from key stakeholderson design changes through deviations to estimated work.
  • Work closely with Build Directors, Planning lead, managers, and supervisors to ensure conformity to standards and quality requirements for civils and fibre rollouts.
  • Working closely with supervisors and Build Directors to ensure timely reporting and updates.
  • Any other reasonable activities which will be required by the management teams from time to time.

Essential Qualifications and Experience

  • At least three years of recent proven and relevant experience of working in a civils and fibre works control environment.
  • Access, backhaul and core Network Control, Planning and design experience.
  • Experience in the New Roads and Street Works act and traffic management planning in Scotland
  • Ability to draw together different technical disciplines.
  • Agile approach in dealing with critical amendments and additions.
  • Good Understanding of Build Principals for both Civils and Fibre rollout
  • Proven record of accomplishment of build control working on successful fibre network rollouts, including civils and fibre.
  • Ability to identify and work with key internal and external Stakeholders.
  • Ability to work flexibly across multiple locations and at various levels locally.
  • Attention to detail and an agile cando attitude are essential.
  • Awareness and understanding of current Health and Safety procedures for working in the UK and specifically Scotland.

Desirable Qualifications and Experience

  • Experience in using GIS Planning tools, workflow & safety management systems such as Depot net and IQGEO
  • Understanding of the key processes and interactions with Openreach's PIA product portfolio.
