Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.

Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre.

Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.


Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster.

Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely.

As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.

Fast-forward a few years.

Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.


The Role:


As a Database Administrator you can make your own powerful contribution to the management and improvement of Westminster's database services.

You'll be working across the entire Digital and Innovation portfolio, supporting activities across core IT and technology, customer and digital, and this will require a proactive and relentless focus on delivery.

With this in mind, you could be asked to work in a range of ways, from being part of a team working to iterate a product, to continuously improving and meeting the needs of our users, and from being a member of a project team using Agile/Waterfall methodologies to deliver agreed outcomes, to working with a service team delivering against a set of requirements.


You'll have a wide range of additional responsibilities, including enhancing the scalability and performance of existing database architecture, developing database structures and features according to our needs, and ensuring all data complies with legal regulations.

Developing security and restoration policies, procedures and controls, and conducting diagnostic tests and evaluating performance metrics, it'll be your task to ensure the integrity and quality of our data.


Creating and implementing standardised procedures, and acting as the service's SME, you'll also have well developed knowledge of working with on-prem and cloud-based database architecture.

In summary, through the way you work, collaborate, experiment and approach a challenge, you'll deliver positive change and improved outcomes for our residents, businesses, visitors and staff.

About You:


We'll expect you to have a good understanding of information governance principles, and of relevant corporate, industry and professional standards, policies, regulations, compliance and codes of conduct.

You should also have experience of working in cross-functional teams on shared projects, products and goals, and of building positive relationships with internal and external stakeholders.


Experience of working with DBaaS, Azure SQL, Cosmos, MongoDB, Microsoft Power & Dynamics platforms, MySQL, PostgreSQL, Snowflake would be desirable as would a practical understanding of Machine Learning and AI.

Proficiency in planning and implementing High Availability and Disaster Recovery environments would be an advantage, as would experience in IaC and DevOps environments and of working in AGILE teams using JIRA and Confluence.
