Senior Performance Officer

Permanent

Grade 4 - £30,151 - £37,261
The Highways and Infrastructure service provides and manages a range of services that are focused on:

  • maintaining and managing the city's highway infrastructure to a safe and serviceable condition, to meet the Council's statutory duties; and
- managing activity on the highway network such as parking, bus lane enforcement and traffic regulation.


This includes services to invest in, operate and maintain assets including roads, pavements, street lighting, structures, bridges, tunnels, traffic signals and trees on the public highway.

These are currently delivered through the Council's PFI contract, which is scheduled to run until June 2035.

The Council is currently working with partners to restructure its highway maintenance and management contracts from 2021 onwards.

We are seeking to achieve this through procuring a new long-term contractor for the Council's PFI contract, who will deliver significant improvements to highway infrastructure assets and manage those in the future.


We are currently recruiting to fill a number of opportunities within our PFI Contract Management team and are looking for people with experience of developing, procuring, managing and establishing complex service contracts in a commercial environment, who can become part of our team and contribute positively to managing this change.

We are looking for two Senior Performance Officers to work with our PFI Contract Management team.

You will be providing performance and management information on how our highway maintenance and management services provider is doing to our Principal Performance Officer and Performance Manager.

You will work with them using your analysis as the basis for recommending the management actions that they should take in line with our contract.

An eye for detail and experience in analysing data, preparing reports and presenting your findings is therefore essential in this role.

Your talents in these areas will be put to great use ensuring our service provider is delivering on their obligations.

You will work with other teams within Highways and Infrastructure and directly with our service provider across all channels in this role, so you'll need good written and verbal communication skills and feel confident and comfortable dealing with a wide variety of people at all levels on a diverse range of highway related issues.

Previous highways experience isn't essential, but the ability to build relationships and rapport would be a real asset.

This is an exciting but at times demanding role, so you will need to be able to stand your ground and be passionate about getting the best result for Birmingham.

This is a great opportunity for you to develop you analytical and communication skills in helping ensure that Birmingham is getting the services that it has paid for from its service providers.


You will need to be a dynamic individual who is able to hit the ground running, be flexible, adaptable and be comfortable working on your own initiative and as part of a close-knit team.
