Job description:


Reporting into and working closely with the Head of People, you will focus on a key project to review and develop a suite of best in class HR policies, processes and toolkits.

Your work will feed directly into our aim of improving the skills of our managers and our employee experience over the next 12 months.


You will manage the full policy cycle from collection of evidence, design, consultation and implementation, including undertaking equality considerations when required.


To be successful, you will need to build and maintain relationships with a range of stakeholders, such as trade unions, employee forums and networks.

You will need to build their trust and confidence and provide challenge and solutions to problems, where appropriate, to ensure that our people policies support the organisation's needs and build a positive employee experience.


Alongside this project, you will work with others in the team to carry out effective employee relations, engaging with our trade unions and staff forum regularly, and supporting any associated activity and work plans to ensure effective partnership working.


You will

  • Plan and coordinate the policy review process for all relevant HR policies.
  • Review, develop, write and evaluate a suite of innovative and engaging HR policies that align with our strategic aims, support our managers to lead our people and improve our employee experience.
  • Undertake and coordinate research and benchmarking against other organisations to ensure that policies are fit for purpose and promote best practice.
  • Work with colleagues across the People team to develop supporting material for staff and line managers in the effective use of HR policies and procedures.
  • Carry out equality impact assessments on all new and amended policies and procedures, to ensure these continue to support our diverse and inclusive workplace culture.
  • Lead the engagement with our dedicated employee forum (HR Policy hub), and assist the Head of HR and others with consulting with our Trade Union/s and networks on the development and implementation of policies and procedures.
  • Build a network of stakeholders both internal and external and share best practice, for example with Civil Service HR and other regulators.
  • Input into the development of briefings for senior members of the people team and our leadership team, as appropriate.
  • Work effectively with internal communication colleagues to plan the launch and implementation of policies and procedures and to encourage employee engagement.
  • Contribute to effective employee relations by engaging regularly with our trade unions and staff forum, and supporting any associated activity and work plans to ensure effective partnership working.

Person specification:


Qualifications:


  • Qualified to CIPD level 5, or a demonstrable level of practical HR work experience.

Experience, Knowledge and Skills required include:

  • Experience of developing and implementing engaging and user friendly HR products and/or toolkits which support effective people management and employee engagement.
  • Ability to communicate effectively both orally and in writing, using plain English and tailoring communication styles based on audience and purpose.
  • Proven ability to lead working groups, facilitate discussions, meetings or workshops
  • Experience of researching best practice through external resources and networks.
  • Experience of working closely with employee groups and/ or trade unions in a challenging employee relations environment.
  • Ability to work autonomously and to project timelines, escalating problems and barriers using a pragmatic, solutions based approach.
