Whytematter is delighted to be recruiting a
HR Advisor for one of six North/South Implementation Bodies established under the British-Irish Agreement of 1998.


It is the cross-border navigational authority responsible for the management, maintenance, development and promotion of over 1000km of inland navigable waterways, principally for recreational purposes.

They are excited to bring on a HR Advisor to join their growing team.

Summary of Job


The primary function of this role is to provide administrative support whilst also assisting HR Colleagues / management to ensure an efficient and effective HR administration function is maintained which supports the business needs of the organisation.


Key Functions

  • Managing Information, both electronically and in hard copy, in a sensitive and confidential manner ensuring compliance with relevant Data Protection Acts
  • Maintaining accurate records whilst ensuring compliance with employment laws across both jurisdictions
  • Planning and organising work both of self and others
  • Resource Management for own area of responsibility
  • Supervision and development of staff
  • Liaising with a wide range of individuals and organisations
  • Prepare reports and briefing material for senior staff
  • Responding to Departmental queries and meeting all statutory reporting requirements

Duties and Responsibilities
North South Pension Scheme Administration (NSPS)


The HR Advisor will oversee the complete Pension Administration process, serving as the main point of contact with the NSPS Administrator.

This role involves managing all aspects of pension related queries and providing timely reports.

Additionally, the HR Advisor will address member queries, collaborate with the Finance Team and lead the submission of annual renewal data.


Attendance Management


The HR Advisor will be required to proactively assist in all aspects of Attendance management administration whilst ensuring adherence to the relevant policies covering two jurisdictions.

In all instances of attendance management administration, it shall be the responsibility of the HR Advisor to ensure that the Core Time and Attendance module is updated and adjusted accordingly.


Recruitment and Selection
The HR Advisor will play a crucial role in supporting the organisations Recruitment & Selection processes across two jurisdictions.

This includes tasks such as creating and reviewing job descriptions, preparing contracts, actively participating in interviews, overseeing reporting activities, and managing the complete end-to-end recruitment process.


Pay and Conditions


The HR Advisor will ensure that pay scales and any associated allowances are kept up to date with all associated pay increases/adjustments applied in a timely/accurate manner across two jurisdictions.


Reporting


The HR Advisor will be required to utilize the CORE HR System to produce accurate statistical reports for senior management, Government responses and ad-hoc requests on an ongoing basis.


Training


The HR Advisor shall assist in the coordination and provision of training for staff across all grades in the organisation and maintain accurate up to date records.

Duties will also include providing training to groups and on an individual basis.


Employee Relations
The HR Advisor will be required to deal with ad-hoc employee queries and respond proactively to Trade Union representatives.


Policy Development & Review


The HR Advisor will be responsible for regularly reviewing and updating HR policies to ensure adherence to legislative changes in two jurisdictions.


Staff Supervision
The HR Advisor will have a supervisory role for Clerical Officers within the HR Section.

PERSON SPECIFICATION

Eligibility Criteria

1.1 5 GCSE's Grades A-C or equivalent (including English & Maths) and

A Level 5 qualification in Human Resource Management


OR

1.2 5 GCSE's Grades A-C or equivalent (including English & Maths) and

At least 3 years' experience working in a Human Resources role.


And

1.3 A valid Driving licence and access to a form of transport to effectively carry out the role.
