Enforcement Admin Support Officer

Location:
Colchester, CO7 7LS


Part Time: 4 days, 30 hours per week


We are working with a market leader in the highways term maintenance industry to recruit an Enforcement Admin Support Officer.


Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways.

Essex Highways is a delivery partnership between Essex County Council and our contractual partner.

Forming part of the Enforcement team, the role is largely customer facing. The post holder will be responsible for the upkeep and file management of enforcement cases.

Your role will include writing the initial correspondence to landowners in regard to third party enforcement matters, to then dealing with any ongoing liaison to answer any follow up enquiries.


Other works include assessing cases received from enquiries, complaints and defects raised against the Highway Enforcement Policy and escalating higher priority cases to team members for action.

Building and maintaining strong collaborative relationships with other teams across Essex Highways, Essex County Council and partner agencies is essential in order to deal effectively with cases


Key Responsibilities

  • Investigating enquiries, defects and complaints relating to third party highway enforcement issues. Operate as the first point of contact with landowners, liaising and negotiating with them to resolve issues and infringements.
  • Establish and develop close working relationships with other teams across Essex Highways and Essex County Council to both aid their programmes of work which involve enforcement issues and to utilise other teams' expertise.
  • Develop and maintain good collaborative relationships with District and Borough Councils and other partnering agencies. Working jointly with them to ensure the best outcome for the people of Essex whilst protecting ECC interests and assets.
  • Maintain a comprehensive record keeping system and audit trail for all cases to ensure all legal requirements are met and team processes are followed.
  • Engage extensively and effectively with customers both internal and external ensuring quality customer care is maintained with stakeholders updated appropriately.
  • Able to identify situations involving vulnerable people and seeks alternative resolutions.

About You

  • Prior Highways knowledge / experience preferred
  • Excellent standard of literacy and numeracy with good working knowledge of Word and Excel
  • Excellent communication, interpersonal and organisational skills. Confident to challenge information and makes decisions / gives advice which is fair proportionate and reasonable
  • Ability to work with minimum supervision, flexibly adjusting to new situations and prioritise an evolving caseload effectively, making confident decisions and taking ownership of outcomes
  • Ability to produce reports and correspondence to a high standard and maintain a comprehensive record keeping system for cases

Job Types:
Part-time, Fixed term contract

Contract length: 12 months

Expected hours: 30 per week
