**Flood Risk Engineer/Officer /Technician - Cheshire

Description Reporting to the Flood Risk Manager.

The purpose of the role is working within an existing small team, the Flood Risk Engineer will support the Flood Risk Manager in implementing and communicating the requirements and new duties associated with the Flood and Water Management Act 2010.

You willbe responsible for the development and maintenance of various flood risk databases and manage the investigation of flood risk issues and incidents and provide engineering support and advice for a range of regulatory flood risk and drainage matters across anumber of service areas including third party enforcement, emergency planning, highways infrastructure and planning & development control and coordination of the flood risk management improvements programme.


Responsibilities To assist the Flood Risk Manager in the delivery of the flood risk functions, new duties and responsibilities.
Develop a Strategic Flood Risk Management Body and Flood Risk Management Strategy.

To develop, maintain and review relevant assessments and plans, in particular the Local Flood Risk Management Strategy by 2015 in order to deliver the duties of the Lead Local Flood Authority.

Provide technical advice on the implementation of the Surface Water Management Plan / Local Flood Risk Strategy, including advising on the requirements for flood risk management, revenue and capital improvements and mitigation that can be implemented throughthe statutory planning process and activity, working alongside strategic partners such as the Environment Agency and United Utilities and other professional partners as required.

Ensure regulation of all activity on ordinary watercourses as required by Land Drainage Act 1991 and associated Byelaws including enforcement where required.

To manage the investigation and to report and publish details of relevant flooding.
To identify, register and maintain of critical structures or features considered to be a local flood risk.


Skills and Experience Degree / HNC in Civil Engineering or equivalent qualification.
Experience of corresponding with members of the public, Council Members, MP's and stakeholders using all forms of communication.

Experience of working in a technical flood risk function associated with the delivery of flood risk, planning and development control, incident management, highway or transportation disciplines.

Experience of delivering flood risk, river and drainage related improvements and projects.

Experience of working with computerised systems associated with management of technical data and information; use of AutoCAD and drainage software such as Micrdrainage and FEH.

Knowledge of legislation and procedures / guidance relevant to Flood Risk Management.
Ability to research emerging legislation and technical requirements relevant to Flood Risk Management and other related disciplines.
Ability to write and present technical reports and correspondence to a range of audience types.
