Job summary:

Navy Infrastructure is a 1* directorate within the 2* Director Naval Staff area.

Navy Infrastructure is led by the Deputy Director Infrastructure and as an organisation, enables Navy Command Operational, and Training Capability, its people and business outputs, and its performance therefore impacts the effective functioning of Navy Command.


Deputy Director Navy Infrastructure is the Infrastructure Lines Of Development (ILOD) lead across all Infrastructure functions (Projects, Equipment, Safety, and Capability) within Navy Command and is supported in this through a number of Deputy Heads of Infra (across the 3 Naval Bases, the Naval Estate, and Head Quarters).

Due to the Navy Command delegated model, these Deputy Heads are split between Defence Naval Staff (DNS), Personnel & Training, and Force Generation 2* areas


In terms of delivery, Navy Infrastructure is the Navy Command interface with the Defence Infrastructure Organisation (DIO), the team is responsible for the management and prioritisation of DIO resource across the Naval Bases, Oil Fuel Depots, Training, Naval Air Stations, Royal Marine, and Reserve estate, whilst ensuring that regulatory compliance is maintained.

This team delivers a prioritised, risk-based plan for Navy Infrastructure (new build, sustain, and maintain) and assures delivery on a property and Asset Management basis.

This position is advertised at 37 hours per week.


Job description:


Working alongside the Approval Authorities (Defence Portfolio Approval Secretariat (DPAS), Navy Investment Decision Panel (NIDP), Defence Infrastructure Organisation (DIO) to Assure that all submissions identify all resource implications, including Whole Life Costs, and Defence Lines Of Developments (DLODs), for the presented options, such that funding can be approved and allocated in a timely manner to not impact on critical support, and operational outputs.


Providing advice, guidance, and direction for all Project level paperwork (User Requirement Document (URD), Strategic Outline Case (SOC), Integrated Assurance & Approval Plan (IAAP), Outline Business Case (OBC) etc) to ensure continuous improvement across all Infrastructure projects, and to assist in completing documents as required (pan-DLOD Investment Appraisal etc).


Providing guidance on approvals and assurance processes, and training on new initiatives introduced by DIO, Navy Command or DPAS to ensure Infrastructure Delivery Asset Managements (IDAMs) are trained in a timely manner and project level artefacts are in line with current processes.


Ensuring that for each project, an agreed Approvals/ Governance route exists including provision of an updated Forward Approval Plan (FAP) and supporting the IDAM in managing their submission.

Following the submission through its various approvals route and providing the Point of Contact (POC) between Senior Responsible Owner (SRO) (or delegated person) and Navy Command Approvals and Scrutiny, DIO Central Approval Management Office (DIO) (CAPMO),and Defence Portfolio Approval Secretariat (DPAS), plus any other approving/ endorsing authorities.

Reviewing requirement documents to ensure an estate wide perspective is taken and that the minimum military requirement is achieved. Providing the conduit for requirements trading, where it exists, with other Top-Level Budgets (TLBs).


Providing assurance to the SRO (or delegated person) of the requirement meeting the current standard of detail and evidence to gain financial approval.

Maintaining data to ensure project lifecycles are mapped and any caveats to approvals are actioned in a timely manner.


Tracking and reporting on Whole Life Costs (Through Life cost Management), ensuring that Whole Life Costs (WLCs) are captured in all Business Case submissions and translated into the Annual Budget Cycle (ABC) Planning Round.

Liaise with Approvals, Scrutiny and Delivery teams in other TLB's, sharing best practices and utilising Learning from Experience.


Working with the Programme Manager to ensure that all project submissions are affordable and working through options to ensure affordability is maintained.

Deputise for Infrastructure Portfolio Management Office Team Leader at meetings as required.
