Akton recruitment are currently working with a local authority to recruit a Head of Culture and Employee Engagement on a permanent contract.

The Head of Culture and Employee Engagement has responsibility for leading and supporting Council wide OD and Change initiatives identified within the Council's People Strategy.

This role will provide specialist OD advice, guidance and interventions, to support all the Directorates and Service areas to enable the delivery of individual and collective strategic objectives.

The post holder will provide specialist support to complex OD initiatives and improvements, promoting an integrated approach to organisational development with both internal and external partners focussed around delivering the Council's priorities at its best, in line with the Council Strategic Plan and will also be an active member of the HROD department and will be pivotal in embedding matrix working.

The post holder will manage and contribute to the overarching budget of HROD in conjunction with the Head of HR Consultancy and Head of Health and Safety.


Key Responsibilities:


  • Oversee the daytoday management of the Culture and Employee Engagement service.
  • Ensure service teams work allocation and projects are aligned to wider service priorities and makes the best use of resources across HROD.
  • Provide a framework that nurtures talent, offers feedback and enables continuous development.
  • Develop/deploy assessment tools to monitor ad measure the impact of the workforce strategy on culture and employee staff engagement.
  • Provide metrics and analyse to ensure progressions towards a positive culture as well as demonstrating the contribution to an outstanding employee experience.
  • Provide training to managers to effectively support employees to develop and realise their full potential and maximise their contributions to departmental/directorate/organisational objectives.
  • Manage, develop and monitor the performance management process and ensure its effectiveness and contributes to organisational objectives.
  • Monitor and report on the effectiveness of coaching/mentoring interventions which support the personal and career development of specific professional groups.

Qualifications/Knowledge:


  • Ideally BSc in Organisational Development/Psychology or Human Resources Management or similar, or PG cert in OD or equivalent (Essential).
  • Member of the Chartered Institute of Personnel and Development (MCIPD), (Essential).
  • In depth knowledge of OD and delivering change programmes effectively (Essential).
  • Understanding of the local government sector, the wider commercials market and new models of service delivery and the challenges facing the sector (Essential).
  • Knowledge of ecapabilities for OD services and their impact on organisational change (Essential).
  • Extensive specialist knowledge in four or more of the following (organisational development, culture change, employee engagement, leadership and management, health and wellbeing, coaching) gained in a HR and OD function in public sector (Essential).
  • Knowledge of a range of health and wellbeing strategies at an organisational level (Essential).
  • Knowledge of psychometrics that support personal/management development (Essential).
  • Project management qualification (Desirable).
  • Qualified to administer psychometric tests (Desirable).
  • Coaching qualification (Desirable).
  • Knowledge of ecapabilities for HR/OD services and experience in commissioning and evaluating the effectiveness of the learning and OD activities (Desirable).
  • FCIPD with evidence of continuous professional development (Desirable).

Experience:


  • Facilitation of OD programme and tools to create a performance culture (Essential).
  • Experience of writing complex reports and business cases for leaders (Essential).
  • Experience of commissioning and evaluating the effectiveness of OD activities and interventions (Essential).
  • Operating as a senior 'internal OD consultant'; assisting leaders, managers with resolving people issues through various intervention (Essential).
  • Demonstrate appreciation of the importance of confidentiality and antidiscriminatory practice and equality and diversity; safe practice and health and safety procedures (Essential).
  • Ability to think and act strategically and to develop practical and creative solutions (Essential).
  • Dedicated to continuous improvement of ODHR services in response to the changing needs of the organisation and its service users (Essential).
  • Experience of using big Diagnostic and Dialogical tools to diagnose the culture of the Council (Desirable).
  • Member of OD Network (ODN), (Desirable).

Skills:


  • Ability to oversee the commissioning of Organisational Development interventions as when needed at organisational wide level (Essential).
  • IT Literate, with good knowledge of MS-Office, MS, HR Systems and socia
