Statement of Job Purpose To ensure full clinical engagement is used to maximise commissioning and service redesign opportunities regardless of organisational boundaries.

To actively support the Deputy Cancer Programme Manager and other colleagues to deliver NHS STWs strategy and operational plans.

To support the development of NHS STW and wider-system operational delivery plans for the relevant area of responsibility, developing an annual delivery plan and take responsibility for delivering the changes and targets within it.

To lead the implementation of a programme approach to service redesign and commissioning in order to deliver high quality services in all care settings, ensuring that commissioning is consistent with national policy, local need and strategic priorities.


To be responsible for leading and managing specific projects/initiatives within NHS STW and partner organisations, ensuring effective and timely implementation of programme outcomes and service benefits.

To take responsibility for translating programme and commissioning changes into business cases for review and approval by NHS STW.

To work with colleagues in the Contracting Team to ensure approved commissioning and redesign changes are incorporated into contracts, in particular, leading on health outcomes.

In partnership with the Deputy Cancer Programme Manager,, to provide support to realise the transformational and commissioning change necessary across the health and social care economy to ensure sustainability.


Key Duties and Responsibilities To be the lead transformation manager for specific service areas and respond to necessary internal and external requests.

To work with colleagues across NHS STW to ensure that there is effective collaborative working on strategy development and service redesign with key partners, including patient & public representative groups, the local authority, service providers and voluntary sector organisations.

The role may also include line management of a Project Support Officer and other team members.

Planning To support the development of strategies to transform health and social care for the system including reducing health inequalities, increasing preventative care and the availability of services in the most appropriate setting.


To work with the Clinical Directors and the Deputy Cancer Programme Manager to deliver NHS STWs strategy and operational plans.

To be responsible for the development of medium and short-term commissioning and transformation plans with relation to the service area and development of an annual delivery plan.

To take responsibility for delivering the changes and targets within the annual delivery plan.

In partnership with the Deputy Cancer Programme Manager,, to realise the transformational change necessary across the health and social care economy to ensure sustainability.


To lead project teams in achieving their individual objectives and the overall objectives of the programme - this will involve managing, supervising, coaching and/or facilitating and supporting staff across professions and organisations.

To ensure the principles and outcomes of programme/projects are embedded into organisations and that appropriate policies and procedures are developed in support of this, including design of supporting training programmes.

To ensure robust systems are in place to enable performance on the programme to be effectively monitored and be responsible for leading performance management discussions with stakeholders.

To design and lead complex audit projects to inform progress/success of the programmes.


To utilise NHS STWs informatics services throughout all redesign activities, ensuring best use is made of available commissioning knowledge and intelligence across the health economy.

To utilise the agreed programme management reporting system for consistent reporting and tracking progress, alerting system leadership to key risks, mitigations and factors associated with success.

To lead detailed business case development project initiation, directing, managing and controlling and leading project delivery of complex programmes of service delivery To manage and mitigate for the inter-dependencies across organisational boundaries, including those associated with people, digital, finance and quality outcomes.

To provide day-to-day leadership on named programmes of work, supporting the programme team to deliver the identified objectives by allocating tasks as appropriate, identifying risks, issues and interdependencies, considering best practice and current options and making decisions in the best interests of the programme.


To work in compliance with an agreed team standard approach to Programme Management, to enable transparency and delivery, and maintaining a high standard of work.
