Activities and Responsibilities of the Post
Principle Purpose of the role
The 7Force Commercial Services Team is a shared service supporting the seven police forces across the East of England (Bedfordshire, Cambridgeshire, Essex Hertfordshire, Kent, Norfolk and Suffolk).
This collaboration is responsible for third party spend of approximately £270m per annum, making the 7Force Collaboration the second largest police procurement collective after the Metropolitan Police.
The 7 Force Commercial Services Function are looking for a Procurement Specialist to deliver allocated procurement activities within the Estates category.
Key activities include conducting market research, procurement strategy creation, the identification of new contract opportunities, the full tendering process and the initial implementation of procurement contracts across the 7 Forces.
The Procurement Specialist must also ensure the inclusion and promotion of sustainability concepts & innovation into all procurement projects undertaken.
They must also make sure a commercial focus is maintained and that value for money is achieved in accordance with legislative requirements, regional and national procurement strategies/policies and 7 Force Contract Standing Orders on all projects delivered.
Main Activities of the Role
Deliver procurement strategies for your allocated projects, ensuring the development and delivery of new contacts are on time and aligned to contract expiry dates, where applicable.
Ensure the use of key procurement tools & theories, such as spend analysis, cost trend analysis, varying financial models, Pareto, Kraljic and Stakeholder mapping tools to aid procurement strategy decision-making.
Ensure that all sourcing projects are operated in accordance with relevant national/EU legislation / guidelines and follow best practice, supporting OPCC Regulations and obligations and are cost effective and meet overarching force requirements.
Provide a range of commercial and procurement advice to managers and staff across the 7 Forces, to ensure that all commercial options are explored, that the integrity and legal implications of procurement policies and activities are fully identified and addressed.
Work with project stakeholders in order to produce the following tender essentials; specifications, terms & conditions, evaluation criteria, social value requirements, KPIs and TUPE considerations, for all procurement projects.
Person Specification
It is essential that applicants meet the following criteria:
- The post holder will hold CIPS Level 5 in-line with the CIPS structure guidance or be able to clearly evidence equivalent levels of experience, technical knowledge and expertise by having worked as a Procurement professional for a complex, public sector organisation
- At least 5 years' experience in a Commercial role e.g. Category management, Procurement, Purchasing
- The post holder will be able to demonstrate good level of procurement experience within a complex, public sector organisation
- The post holder will have good interpersonal and communication skills
- Provide innovative thinking and impetus to help drive through change and develop and enhance an integrated function across the seven forces
- Good experience of translating business needs into commercial procurement strategies that drive enhanced business outcomes for the organisations as a whole
- Procurement experience with a blue light organisation
- The post holder will have procurement experience working in a construction or facilities management background
