Job summary:


DWP is looking to fill the role of
Head of Workforce Planning and Efficiencies in the
Chief Operating Office (COO) Directorate.


This is an exciting opportunity for someone join the Chief Operating Office (COO) within our People, Capability and Place Group (PCandP).

The PCandP Group brings together the professional expertise of various HR, Learning & Development and Estate teams - combining the skills and experience to ensure that the organisation has the right people, with the right skills, in the right place, at the right time.

The Chief Operating Office is an essential part of PCandP, providing a team of highly skilled individuals that enables business across the directorate and wider


As a function we:

  • Deliver a
    prioritisation framework that gives clear direction.
  • Lead on all people related
    risk management activity.
  • Provide governance
    support to the Director General and PCandP executive team.
  • Proactively manage
    workforce capacity and group
    planning.
  • Provide directorate wide
    communications.
  • Improve the
    evidence and insight used to act on, and make decisions about, DWP's people and locations by providing high quality, uptodate data, analysis, and insight.


The Workforce Planning team support PCandP in making evidence-based decisions around its workforce through providing accurate and credible information and reporting around our resourcing plans and performance against them.

The team are responsible for translating workforce data into a cohesive narrative to track workforce changes, resourcing decisions, workforce capability and capacity levels and workforce representation.

Job description:


This is a key leadership role in the Directorate, and we are looking for a leader who is a focussed and creative thinker, and who understands the benefits of workforce planning and how to make it work in a complex and fast paced operating environment.


Your focus will be to work with a business partner mindset, building strong relationships with key stakeholders and providing effective leadership to your team to deliver a credible, flexible, and affordable in-year (and multi-year) workforce plan that utilises all workforce planning levers to ensure the group can deliver on its priorities.


This role provides an exciting opportunity to be involved in the delivery of PCandP Group's ambition to continue to embed an effective planning, prioritisation and performance management culture.


Location


This role can be located at any of the following PCandP Group hub locations - Blackpool (Peel Park), Glasgow (Atlantic Quay), Leeds (Quarry House), London (Caxton House), Newcastle (Benton Park View) or Sheffield (Kings Court).


This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.

This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

The expectation is that you will spend 40% of your working hours over a four-week period in your contracted place of work, but this will be determined primarily by business need.

Personal circumstances and other relevant circumstances will also be taken into account.

If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Please be aware that this role can only be worked in the UK and not overseas.


Person specification:


  • Lead the team which provides workforce planning data, insight and assurance on behalf of the group.
  • Develop and deliver the PCandP workforce plan. Overseeing the medium to longterm planning and forecasting across the group to meet workforce needs and deliver group priorities.
  • Work with stakeholders to model options to ensure the Group has the right people resources to meet the workforce plan, utilising all workforce planning levers and identifying and mitigating any associated workforce risks.
