Person Specification


This post is designed to assist with the provision of effective and timely first-line advice to members, on issues such as contracts, job planning and pay as well as supporting the administration team.

The calls for support can be wide and varied.

The post holder must therefore have or be prepared to develop (as part of an established induction programme), a wide-ranging knowledge base which will include equalities law.

It will be seen that the post has a generalist function. Knowledge of the NHS is desirable although not essential.

The post will need to liaise closely mainly with the Administration Manager on the allocation to National Officers of new cases that require greater experience and / or knowledge than that expected of the Employment Services Advisor.


The key attributes required for the post are:

  • Experience in advising on employment practice.
  • A presentable and positive personality with the ability to communicate at all levels, through speech, writing and using our Customer Relationship Management system.
  • IT literacy is essential.
  • An analytical mind capable of asking appropriate questions, understanding issues and arriving at problem solving solutions.
  • The ability to read and appraise long, and sometimes difficult, documents on the management and organisation of the NHS and independent hospital health care.
  • Willingness to undertake and take responsibility for a wide range of administration tasks.
  • The ability to work supportively as part of a small, flexible and friendly team.
  • A sense of humour, matched with loyalty and determination to work in the best interests of the HCSA and its members.

Role Outline


The post will act as the first point of contact for HCSA members with queries concerning contracts of employment, terms and conditions of service and all matters of employment other than clinical conduct.

Where assistance and advice cannot be given directly the post holder will be able to seek guidance from or refer the case to one of the experienced regional National Officers or Director of Operations.


Specific Duties
To arrange and produce agendas for Field Team Meetings in support of the Director of Operations.


To monitor information sources (principally NHS Employers, NHS Confederation, NHS England and NHS Resolutions) for developments affecting HCSA members and the quality of the service delivered to the general public by the NHS.

To assist the Policy, Campaigns and Communications Team (under the direction of the Director of Operations) with research for, and first drafts of, contributions to social media posts by HCSA and the publication of the regular newsletter sent to members


Summary
This post is very important to the function of the HCSA and the service offered to members.
The emphasis is on team working where colleagues play to each other's strengths. The profile and description of duties cannot therefore be prescriptive but is intended to offer a guide.
