In Regions Group we aim to improve outcomes for children, families and learners by accelerating system improvement and reform through active intervention and by better aligning the Department's operations and users' needs at a local and regional level.
We will:
- Bring together improvement and intervention work in Children's Social Care, SEND and Schools as well as areabased programs like Opportunity Areas and Education Investment Areas
- Maintain the stewardship of the school system and, working with the Future ESFA, provide a unified voice to academy trusts and to individual Local Authorities at a local level
- Set DfE up to deliver for and respond more effectively to local needs and to understand how local contexts impact on children and learners in a place, particularly vulnerable and disadvantaged children and young people.
As part of our Vulnerable Children's Unit in the North East region, you will support the crucial work of our Children's Social Care leads working across all local authorities in the region.
You will use data and intelligence to raise questions and diagnose risks around the provision of Children's Services, identify solutions and broker support.
Job description:
Our Vulnerable Children's Unit in the North East leads on improvement and intervention work with local authorities in relation to their provision of Children's Services and provision for children and young people with Special Needs and Disabilities.
This role will support Regional Improvement and Intervention Leads in carrying out their role to work with local authorities in improving children's social care services.
You will be responsible for:
- Supporting the Vulnerable Children's Unit provide support and challenge to Local Authorities to help them to improve the quality of their Children's Services.
- Understanding local authority performance: using data and intelligence to raise questions and identify potential risks or areas of strength.
- Working with a range of stakeholders including local authority leaders, DfE appointed advisers and finance and commercial colleagues within the Department, building trust to foster collaborative partnerships.
- Working quickly where a live performance issue is identified, diagnosing potential risks and brokering support to minimise the time between finding an issue and acting on it.
- Working closely with key partners such as Ofsted, ADCS, LGA and SOLACE.
- Managing commercial processes and contract and/or improvement grants to ensure they are being spent in accordance with the terms and conditions and that they are having a positive impact.
- Supporting the drafting of submissions to the Minister providing updates on progress, to request funding and to recommend key decisions.
- Acting as a point of contact for the department and linking to areas of interest/related policy strands and contacts.
- Leading on team governance processes including managing sector led improvement and risk management.
- Supporting on knowledge management, induction materials and shaping new processes across the region.
Person specification:
Essential criteria:
- Emotional intelligence; an ability to build relationships and trust with external stakeholders, to challenge effectively and offer support where required, sometimes under difficult circumstances.
- An understanding of government commercial processes, including drafting of business cases, managing grants and contracts.
- Excellent analytical skills and the ability to draw on a range of data and intelligence to draw conclusions and create robust proposals for change.
