OVERVIEW
The Programme and Project Partners (PPP) is an exciting model to work in.

Four world class organisations have come together as one team, with Sellafield Ltd, to create a clean and safe environment for future generations.

PPP is set to revolutionise project delivery at Sellafield and create a lasting legacy, through long-term partnerships.


The Sellafield nuclear site is home to one of the most complex portfolios of construction and infrastructure projects in the world, stretching over many decades.

The new approach will support the transformation from nuclear operator into a world leader in environmental remediation.

The partnership is made up of four lots and Sellafield Ltd, as 5th Partner, to help deliver the site's decommissioning programme:

  • Kellogg Brown and Root Ltd (KBR)
  • integration partner
  • Jacobs design and engineering partner
  • Morgan Sindall Infrastructure civils construction management partner
  • Altrad process construction management partner


Sellafield Ltd will work collaboratively with the four lot partners, to deliver major projects in support of the site's 100-year decommissioning programme.


The new approach is set up to support faster, more effective project delivery, stability in design and construction supply chains, greater workforce flexibility, and local economic benefit.


To provide efficient, professional, and effective value-added support to the Site Manager on all HSE matters that are applicable to the site operations.

Key Responsibilities

Assess HSE risks and provide professional advice to Duty Holders in accordance with legislation and site policy & procedures. Where necessary document and produce technical reports in support of that advice. Work alongside the site team to review and provide up to date advice on current legislation. Work closely with site team to establish, monitor and review an effective site safety plan. Contribute towards building a positive team spirit and culture on all HSE matters on site. Carry out accident/incident investigations and report on the same.

Develop and deliver safety inductions & other identified HSE training for site-based personnel Identify and respond to HSE issues and concerns, providing advice on appropriate measures and controls to protect the environment and ensure safe delivery of the Programme / Project.

Provide a value-added service to the project and Company.

Develop strong links with the client and sub-contracts personnel.

Promote a safety conscious attitude in all employees.

Provide efficient and effective HSE support to the Site Manager.

Assist or manage the effective resolution of "routine" HSE problems on site.

Ensure Project HSE targets are delivered to programme


Undertake inspections, observation, and assurance activities to identify and highlight HSE performance gaps, determine root causes and corrective actions in order to improve HSE performance.


  • Develop and maintain a comprehensive knowledge of the HSE hazards and associated controls within the Programme/Project/OU.


Provide support to the HSE Manager and Duty Holders' interactions with internal and external regulators (ONR, EA) and with external organisations such as WANO, RoSPA, LRQA, etc.


Support, coach, and mentor (and where appropriate assess) HSE role holders and those accountable for HSE delivery to develop HSE awareness and competence of the workforce.

Understand and work in compliance with the Collaborative Management Plan.

Assist construction contractors in understanding Project HSE procedures and arrangements, and to implement those arrangements.

Assess construction contractor's processes and systems for suitability and compliance with Project HSE policies, procedures and standards.


Authorities:

To advise and influence work practices within a Programme/Project/OU in accordance with current legislation, Management System requirements and accepted industry good practice.


To provide advice and authorisations in accordance with SQEP roles seeking advice and guidance from the HSE Manager HSE Specialists where necessary.
