NOCN Group are seeking to recruit an EQA to undertake External Quality Assurance activities alongside giving advice, guidance and support to regional centres delivering all Construction Plant Competence Scheme (CPCS) products.

Purpose, Objectives and Expectations:

The EQA will be expected to support colleagues in other quality assurance sectors as necessary.


You will be expected to:

  • Engage with customers to promote selfawareness of quality assurance principles and practice as defined by NOCN Group quality assurance strategy for CPCS.
  • Promote and share good practice in the delivery of testing, assessments, and training in accordance with CPCS scheme requirements, whilst ensuring a standardised approach across all sectors ensuring our customers are treated fairly.
  • Support centres in meeting the CPCS Terms and Conditions of Approval, Accreditation, Registration, and annual accreditation.
  • Support management in ensuring that systems and processes are efficient, effective, and sustain continuous improvement and development.
  • Build professional relations, collaborating and working in partnership with relevant teams to successfully implement and maintain NOCN Group charitable aims.
  • Ensure all quality assurance activities are carried out diligently. The EQA will identify fraud and malpractice in the delivery of tests, assessments or training, report findings and support investigations as required.
  • Attend internal and external conferences when requested, meetings, and promotional events to promote CPCS and where required, other NOCN products.
  • Accurately record all Quality Assurance activities and share information to support the future development of CPCS.

Duties and Responsibilities:

To ensure that testing, assessments, and training, meets NOCN Job Cards (CPCS) requirements by:

  • Taking an ethical approach, promoting equality, diversity, and inclusion for the benefit of all in everything we do.
  • Ensuring trainers comply with NOCN Job Cards publications, policies, processes, and procedures relevant to training specifications (standards) for CPCS.
  • Keep up to date with CPCS scheme rules, test and assessment criteria, training standards, improvements and sanctions and regulatory requirements specific to health and safety.
  • Ensuring that NOCN's Group policies, processes and procedures are always adhered.
  • Carrying out quality assurance activities, support investigations, undertake consultation is its as required with the aim to promote CPCS, carry out audits and where applicable support other NOCN Group products.
  • Providing specialist expertise where valid and operational guidance regarding the delivery and governance of CPCS testing, assessments, and training.
  • Supporting the onboarding process to approve centres, undertake preapproval visits for prospective centres, to provide information on what is required to become a centre, tester or trainer and add additional test sites to existing centres for all existing and new products.
  • Following relevant work instructions for the delivery of specific aspects of the strategy, such as KPIs which are primarily aimed at ensuring appropriate levels of quality assurance support the safeguarding of NOCN Job Cards (CPCS).
  • Organising workloads to minimise administration and allocating majority of time carrying out quality assurance activities (live) at centres or otherwise off centre notified locations (workplace) to NOCN Job Cards (CPCS).
  • Reduce the risk of product noncompliance, malpractice, and fraud., by reviewing centre, tester and trainer performance and maintain their RAG Rating records.
  • Taking appropriate action when issues are identified with centres, testers, and trainers; where CPCS approval or registration requirements are not met, including test and assessment delivery, or training that does not comply with published criteria, and to issue action plans and recommend sanctions in accordance with the CPCS Approved Code of Delivery and other appropriate quality assurance material.
  • The production of clear written reports in plain 'English' for centres, testers and trainers with clear guidance and meaningful feedback in a timely manner, ensuring all reports are recorded correctly and submitted within the scope of NOCN Job Cards (CPCS
