Policy and Research Officer


I am working with a Public Sector Organisation based in Southwark who are looking for a Policy and research Officer for 2 Months Initially.

The role is full time, to start ASAP and paying £48.61 Umbrella per hour. The role is in scope of IR35.

Job Purpose

  • To work within the Climate Change team and across the Environment & Leisure Department to develop, design and deliver research on a wide range of topics connect to projects and developments.
  • To provide support in the delivery of the Climate Change agenda within the department, across the Council and the borough, ensuring that suitable processes in systems are in place, and that they are efficient, customer focused and developed in line with best practice, policy and corporate guidance.
Accountabilities

Environment & Leisure is an extremely large and diverse department, and as such this role requires

detailed involvement and understanding of the entire range of services that we offer, the role of local

government, and the frameworks that we operate within.

The general functions of this role are:

  • To be proactive within the Climate Change team, coordinating, developing and delivering on research and development of projects in support of departmental and council priorities.
  • To provide intelligence gathering and analytical support, for the creation, collection, analysis,
- interpretation and dissemination of intelligence and data within the team, to support research,

projects and transformation.

  • To demonstrate a creative and proactive approach in the identification, development and management of research and innovations for the department and Council.
  • To provide support in the implementation of the Climate Change agenda, ensuring that suitable
- processes in systems are in place, and that they are efficient, customer focused and developed in line with best practice, policy and corporate guidance.

  • To demonstrate a creative and proactive approach in the identification, development and delivery of research projects and innovations for the department and Council.
  • To engage and develop internal and external stakeholders and partners, building strong working
- relationships and networks.

  • To develop policy documentation as appropriate.
  • To make use of the performance management frameworks within the department and Council to
- support the delivery of projects.

  • To assist the Climate Change Director with the departmental contribution to corporate, external,
- partnership and national performance requirements, and to seek opportunities to make better use of research.

Skills and Experience

  • Carrying our research projects within a large organisation and presenting the findings of the research
  • Managing multiple research projects and responsibilities simultaneously
  • Prioritising workloads and working to tight deadlines
  • Policy research, development and revision
  • Self starting projects and working on own initiative
  • Team and cross departmental / Council working
  • Dealing with senior managers and external bodies
  • Ability to lead and commission detailed business analysis to establish the key drivers for the delivery of the Council's key services, and be able to convert strategic vision into practical reality.
  • Ability to communicate at a high level both verbally and in writing to members of the public, councillors, other service departments and, to adjust communication style and content to meet the needs of the audience.
  • High levels of numeracy and an ability to analyse and interpret a range of types of information, including statistical information.
Qualifications and Knowledge

  • Educated to degree level in a field relevant to the team / department or able to demonstrate sufficient experience and knowledge for equivalence
  • Experience of working within local government and an understanding of the frameworks and constraints this entails
  • Knowledge of the roles, functions and services in local government, and those offered by the department.
  • Knowledge of business planning and performance monitoring systems.
  • Knowledge of key aspects of research development and delivery.
  • Knowledge of research functions within local authorities in general and as implemented in Southwark.
