Connect2Luton are excited to recruit a HSQE Manager on behalf of Luton Borough Council within their Luton Rising department


As a HSQE Manager you will be responsible to manage the health, safety, quality and environmental issues of the business and its operations in an effective way ensuring that passenger safety is front of mind at all times.


About the Role

  • Understand and ensure that the implications and duties imposed by new Acts of Parliament, Statutory Instruments, H.S.E. Guidance Notes and Codes of Practice are brought to the attention of the Board of Directors.
  • To bring company related health and safety matters to the attention of the General Manager at regular intervals.
  • Ensure adequate means of distributing and communicating health, safety and welfare information obtained for the H.S.E., Safety organisations and Trade associations.
  • Ensure that an adequate programme of training for health and safety is established and that the safety culture is encouraged amongst employees and contractors.
  • Conduct health and safety inspections and prepare reports of all the company's operations.
  • Immediately contact the Director responsible for health and safety if situations are found, that in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation.
  • Advise the Company Secretary of all incidents reportable under R.I.D.D.O.R;
  • Observe, and comply with, the provisions of the Equality Act 2010 in the conduct of the company's business.
  • Maintain the highest standard of confidentiality in regard to the conduct of the company's business, unless otherwise required by law or authorised by the Board;
  • Act in a manner calculated to protect and promote the interests of the company and of its shareholders, with due regard to the impact on, and concerns of, other stakeholders
  • Drive the environmental agenda for the DART operations with novel, yet cost effective ways of improving the environment and, consequently, passenger experience
  • Provide Consents & Approvals to others in relation to the HSQE work
  • Provide clear, timely, relevant, and comprehensible professional advice and support to the General Manager DART, ensuring that they are well informed, and able to discharge their duties and secure successful outcomes in pursuit of the company's businessaspirations

About you

  • Recent and successful experience of managing Health, Safety, Quality & Environment in situations where the Contractors are crucial in the company's success.
  • Experience of effective working with a broad range of partners and stakeholders.
  • Able to work effectively with partners demonstrating drive and passion to understand and achieve joint goals and objectives, sharing information and valuing others experience and expertise.
  • Able to grasp and comprehend a situation, its component parts and implications, and find and organise practical and effective resolutions by making and acting on sound decisions
  • Able to identify and implement the most appropriate HSQE arrangements for ensuring that the health & safety of passengers and workers are of the highest standard
  • Demonstrable knowledge and understanding of equality issues and legislation and, in particular, how they impact on work with communities able to integrate equality policies into business plans, strategies, service delivery and employment practices.
  • Knowledge of relevant statutory regulations, guidance and policy relating to HSQE including the Health and Safety at Work ACT 197
  • NEBOSH General Certificate, preferably a NEBOSH Diploma. Integrated management systems have been developed to achieve ISO accreditation and industry accreditation. In order to do this, you must be able to demonstrate a competent qualified HSE professionalwithin the team.
