About the role
We have an exciting opportunity for a Procurement Programme Manager to join our passionate, friendly and successful team.

You will help lead, shape and implement the procurement plan that will deliver the ambitious outcomes for East London Waste Authority(ELWA), and our partner authorities.

You will also contribute to the development and implementation of the contract expiry process and activities related to the conclusion of the current waste contract.

To do this, you will need to work in collaboration withexternal advisers and internal stakeholders.

You will project manage the procurement of new services as the current contract expires in December 2027, engaging with internal and external stakeholders and advisers to keep all steps of the project on track, drawing on your own experience of developingbusinesses cases and implementing complex procedures


You will ensure that:

value for money; quality services; reduced environmental impacts; and improved social value, underpin your approach to this major procurement project.


The opportunity is yours to lead change in the waste and resources industry to identify and implement the optimum 'whole-system' solution of collection and treatment services for waste and resources in East London.

What we're looking for
To deliver this role successfully, you will have extensive knowledge and experience of procurement within a large, complex organisation


We are looking for a professional who has operated at significant scale, given that the services have a value of £600m or more.

An in-depth knowledge of the waste and recycling market would be of benefit, experience in related fields will be considered.


As our new Procurement Programme Manager, you will have demonstrable experience of building proactive, mutually beneficial, successful relationships both internally and externally.

East London Waste Authority (ELWA) is the statutory joint waste disposal authority for the London Boroughs of Havering; Newham; Redbridge; and Barking & Dagenham.

The boroughs have a combined population of aroundone million people living in over 400,000 households, with each responsible for the collection of household waste in their areas.
