The Bedford Group of Drainage Boards manage surface water in the Upper River Great Ouse catchment, from North Oxfordshire, through Buckinghamshire, Milton Keynes and Bedfordshire to Huntingdon.

We are actively involved in maintaining and improving watercourses and liaising with planning authorities about flood risk, sustainable drainage systems (SuDS) and development.

An exciting opportunity has arisen for a Planning & Consenting Officer to join the Bedford Group of Drainage Boards. We are seeking someone suitably qualified and experienced to join us with knowledge of flood risk management and engineering. Training will be provided and professional development encouraged.


As a Planning & Consenting Officer you will provide technical and non-technical civil engineering input to drainage projects and watercourse maintenance programmes.

You will work within the Board's Engineering team to ensure that developments and third-party works are carried out sustainable, and in a manner which will not increase flood risk.


The appointment offers a competitive salary depending on qualifications and experience, together with access to the Local Government Pension scheme.

Context


Internal Drainage Boards ("IDBs") are local public authorities that manage flood risk and land drainage within areas of special drainage needs in England.

Each IDB has permissive powers to undertake water management activities within their Internal Drainage District.

The purpose of delivering this work is to reduce flood risk to people and property and to manage water in a way that meets the local needs of business and agriculture, including during times of drought, whilst also dealing with its obligations and commitments to the environment.

IDBs exercise a general power of supervision over all matters relating to water level management within their district whilst conducting their work in accordance with a number of general environmental duties and promoting the ecological wellbeing of their districts.


While you will be working within the team's three core areas of work (overleaf) it is expected that the majority of your time will be spent working within the consenting area.


Core Areas of Work

Consenting

  • Interpret our Byelaws and relevant legislation to determine when and where Land Drainage Consent is required.
  • Consult internally with engineers and operations teams to assess possible impact of proposals.
  • Undertake Land Drainage Consenting and Byelaw administration so that development is carried out sustainably within the Boards district and to our service level agreements with local councils.
  • Attend site visits to assess proposals and/condition compliance.
  • Engage with and consult on National Infrastructure Projects which may affect the Districts.
  • Assist with the preparation, administration, and management of capital works and projects including: appraisal, design, tender and contract supervision, update RMA Power Portal with the appropriate support from the Principal Engineer.

Planning

  • Review, guide and advise the local planning authorities on the appropriateness of development in accordance with the Boards' policies and Byelaws.
  • Support the provision of information requested with regard to Flood Risk Assessments or capacity of Boardmaintained drainage infrastructure.

Compliance - Consenting & Maintenance

  • Respond to and assist with general drainage enquiries to promote the efficiency of drainage networks within the Internal Drainage District.
  • Liaise the residents, landowners, Operational Delivery team and constituent Councils to ensure ongoing efficiency of flood risk management infrastructure.
  • Investigate and process requests for certificates of compliance where a restriction has previously been placed on a property as condition of works which required the Board's Consent.
  • Undertake both informal and formal enforcement action as required against contraventions of the Land Drainage Act 1991 and the Board's Byelaws.
  • Identify and assist with resolving access issues faced by the Board when carrying out maintenances works, including Byelaw enforcement.
