Responsibilities:


The post holder will support the finance managers on a range of duties principally related to the financial management of health care contracts.

Duties in respect of Primary care contracts - this encompasses but is not limited to:

Assist in the day-to-day operation of the primary care finance function, in particular acting as the first point of contact for payment and other queries and ensuring a professional and timely response to resolution, liaising with other members of the teamor the wider organisation as appropriate.

Assist in the primary care financial reporting processes including month-end reporting.
Participate in the annual accounts process in respect of primary care. This includes the planning, preparation, and completion of the primary care accounts.
Support the financial aspects of primary care development as part of the ICB's broader objectives in primary care.

Assist in the preparation of monthly financial management reports and the forecasting process by providing timely and accurate financial information.

This includes populating budget monitoring reports, analysis of General Ledger reports of actual spend againstbudgets, and investigation into variances.

Calculate and input budget amendments, income and expenditure accruals and adjustments to the ICB's general ledger system in order to maintain the integrity of financial reporting, ensuring all virements and journals are appropriately recorded in the relevantlogs.

Responsible for maintaining records and controls of approved budgets to provide a clear audit trail of changes, both recurring and non-recurring.

Assist in the process of making contractual payments, including processing mandate payment schedules in line with contract values, processing non
- purchase invoices ensuring these are correctly validated and coded, and liaising with finance staff in SBS/CSUregarding any issues.
Deal with internal and external queries appropriately and promptly and refer to other managers when required.
Calculate year end accruals / provisions and assist Finance Managers for year end purposes.
To support the wider objectives of the finance department as appropriate including:

To provide support to programme projects as and when required, including costing potential spends, monitoring spend and income, raising sales ledger invoices and purchase orders.

To contribute to the development or assessment of business cases or cost reduction schemes, as directed by the commissioning finance managers.

Provide support to the Associate Director of Finance for the production of monthly management information for the ICB's cost reduction programmes and for the monthly Finance and Performance Report, and to assist with both in year and medium-term financial planning.
