Overview of department:
The Financial Accounting function sits within the Finance Division, part of the Finance, Commercial, Estates and Sourcing Directorate.

The Directorate controls expenditure and provides clear and accurate management information, providingvalue for money from suppliers through contracts and procurement, as well as mitigating the Company's exposure to financial risk.

Line Management Responsibility: 3x direct reports in a team of 14.

Job Purpose:

To ensure that systems of financial discipline, governance, risk management and control are maintained to the highest professional standards expected of a major service delivery organisation in the public sector.

Responsible for the preparationof the statutory accounts and the implementation of material accounting developments required through legislation or similar.


Key responsibilities:

  • Ensure that the Annual Report and Accounts are filed at Companies House to timetable
  • Meet all other statutory and regulatory financial reporting requirements on a timely basis
  • Implement any financial accounting changes required by DfE to their timetable
Provision of technical accounting advice to both finance and non-finance colleagues.
Active participation in governance forums across SLC, providing expert financial advice, guidance and support to a range of stakeholders.

  • Ensure tax compliance regarding employee remuneration, benefits and expenses
  • Maintain systems of financial discipline, integrity and control to the highest professional standards expected of a major service delivery organisation in the UK public sector
  • Manage the Payroll, Accounts Payable, Accounts Receivable, Treasury Management, Financial Goveranance,Capital and Financial Accounting functions
  • Support the development and implementation of robust financial systems
  • Identify and drive opportunities for business process improvement relating to Financial Accounting and Payroll
  • Represent Financial Accounting on relevant projects, groups and forums
  • Enable team members to perform and develop their potential
  • Ensure that there is an effective system in place for paying staff expenses and to ensure compliance with relevant HMRC guidelines and regulations
  • Ensure that all taxes are managed in accordance with relevant legislation this to include PAYE and NIC, VAT and Corporation Tax
  • There may be times when you will also be expected to carry out other reasonable management instructions or requests to suit the business needs.

Knowledge, Skills and Experience:
Essential

  • CCAB (e.g ACCA) qualified accountant with at least 5 years postqualification experience at a senior level
  • Leadership, delegation and influencing skills
  • Technical knowledge of Financial Accounting in the UK public sector, with detailed knowledge of IFRS and FReM
  • Technical knowledge of UK tax legislation especially PAYE/NIC and VAT.
  • Significant track record of working with finance systems within a complex environment
Significant experience of dealing with auditors (or a background in auditing), and the ability to anticipate and proactively address audit risks

Desirable

  • An understanding of managing public money and consolidated budgeting guidance
