The Director for the Office of the West Midlands will be working on behalf of six West Midlands ICB CEOs for a joint work programme across:

  • Birmingham & Solihull ICB (host organisation)
  • Black Country ICB
  • Coventry & Warwickshire ICB
  • Herefordshire & Worcestershire ICB
  • Shropshire & Telford ICB
  • Staffordshire ICB


The OWM foundations are now established with the delegation of a set of functions and staff from NHSE relating to pharmacy, dental, optometry and primary care complaints.

These are managed and co-ordinated through the OWM with additional functions being delegated from April 2025.The role will be instrumental in leading this transition to a successful outcome.


The post holder will be required to build and maintain good working relationships with a broad range of internal and external stakeholders working closely with the six ICB CEOs to further develop and lead the vision and future direction of the West Midlands Office.


A collaborative and self-motivated leader with an in-depth understanding of health and care systems is required to take forward the future development of the Office of the West Midlands.

(OWM)

The OWM has been established since July 2023 and involves working for the six ICBs to develop an integrated office and hub to support a range of functions and projects being undertaken throughout the West Midlands.

The hub and staff are hosted by BSOL ICB.


The role now involves exploring further opportunities around:

  • Strategically working with the ICBs to develop the vision and operating model for the Office going forward. This will particularly focus on identifying the key priorities where ICBs can work together across its functions to add value and oversee its implementation.
  • Overseeing and project managing the delivery of these priorities in conjunction with ICB SRO leads.
  • Managing the functions and staff within the integrated hub to seek economies of scale for ICBs whilst ensuring clear accountability.
  • Further developing the distributed leadership model and ownership of the OWM across all ICBs.


The role requires a leader who is capable of managing equitably and independently across the six ICBs to ensure its development benefits all systems.

The Director for the Office of the West Midlands is hosted by Birmingham and Solihull ICB and based at the host ICB HQ - Wesleyan (Birmingham), but working on behalf of six West Midlands ICB CEOs for a joint work programme across:

  • Birmingham & Solihull ICB
  • Black Country ICB
  • Coventry & Warwickshire ICB
  • Herefordshire & Worcestershire ICB
  • Shropshire & Telford ICB
  • Staffordshire ICB
The ICB is working within a hybrid working model.

The postholder will be expected to work across the six West Midlands ICB's (as outlined above) with two days a week in the host organisation.

  • Effectively managing high level communications with a wide range of individuals.
  • Contribute to the six ICB's strategic organisation and planning processes.
  • Be mindful of operating within the six ICBs visions, values and strategic directions to support the best care for patients and citizens.
  • Oversee responsibility for policy and service development.
  • Ensure the West Midlands office operates within SO and SFIs and effectively uses available information sources.
