Much of our work is collaborative and delivered with and through partners, therefore the ability to establish and lead mutually beneficial partnerships is a key requirement of the role.

The post-holder will be required to ensure that the International Programmes are able to demonstrate impact, identifying risks to delivery and mitigating as appropriate.

Given the nature of the role and collaboration with the national and international networks and other partners, the post-holder will be required to travel.

PRINCIPAL ACCOUNTABILITIES Main Duties and Responsibilities Reporting to the directors and associate directors in the delivery of the agreed international programme of work.


This may relate to EU or global business support programmes (such as Bridgehead programmes commissioned by EIT Health) or other nationally co-ordinated AHSN network International Programmes or commercial fee for service programmes targeted at strategic global markets of interest.

Engage a variety of external partners to deliver specific programmes of work and leading the design and implementation of agreed work packages, roles and responsibilities and performance management.

Successful International Programmes may require commitment from a range of external partners to deliver contracts/ projects within the overall the programme.

Line Management Lead workforce planning for the international programme including managing the recruitment of new staff, retention and personal development of current members of the international programme team.


Line manage staff, encouraging and supporting the development of team members in the international programme team, ensuring setting of annual objectives, development plans and regular reviews.

Recognise potential relationship breakdown and conflict when it occurs between individuals and groups of staff and stakeholders, identify solutions and bring to an effective resolution.

Effectively manage international programme staff through periods of organisational change involving difficult and contentious contract discussions.

Manage distressing or emotional circumstances such as imparting unwelcome news, with resilience, perseverance and emotional intelligence to manage relationships, gather relevant information and impart knowledge.


Manage, supervise and coordinate the work of the Innovation Agencys team of International Programme and Project Support Officers, as appropriate to the agreed programme of work.

Design, develop and agree the work plan for the International Programmes, which includes specific contracts and their deliverables, work packages and timelines for their delivery, success criteria, project plans, financial profile (I&E) and, and to take lead responsibility for the delivery of the overall programme.

Take budgetary responsibility for International Programmes, developing, delivering and reporting against the financial plan (I&E) and ensuring that any necessary mitigating action is taken throughout the year as required and appropriate.

Manage the effective disbursal of funds from the international budget, reporting progress against planned activity in a timely manner to the Innovation Agency Executive Team and formal reports for the Finance, Performance & Strategy Committee and Partnership Board, as required.


Design, develop and deliver regular performance reports to the Innovation Agency Executive Team and produce data and/or formal reports for the Finance, Performance & Strategy Committee and Partnership Board, as required.

Identify and implement appropriate performance measurement systems for the International Programmes, ensuring transparency and efficiency of information sharing across the team, and Executive Committees, where appropriate and sharing best practice across the Innovation Agency.

Capture opportunities for learning and improvement, risks and mitigation in a standardised format and ensure this is communicated in a timely and appropriate manner to Executive Committees.

Identify any need for and ensure appropriate contractual arrangements with external consultants/advisers/ partners required to support the delivery of the International Programmes.

Manage effective procurement and management of external resources including preparation of clear budget and brief. Actively manage consultants/advisers/delivery partners performance and compliance with the terms of appointment, project objectives and responsibilities.

Build up an extensive and effective network of contacts across the life science sectors relevant to the International Programmes of work.

Maintain regular contact with these contacts to a high professional standard, to maximise cooperation, collaboration and development.

Identify and exploit opportunities for innovation, business development, income generation, service and health improvement across the International programmes. Support and contribute to the activities of any relevant governing group. Design, develop and implement ways of measuring the impact of
