As Healthcare becomes more complex, there is an ever growing need to understand and interpret large data sets to provide insight and support decision makers, ensuring we serve our communities in the most efficient and effective way.

Businesses thrive by making the best use of their data, and the Norfolk and Waveney Integrated Care Board are no exception to this.

The Business Intelligence team is at the forefront of this.

You will work with your colleagues to drive our analytical capabilities to supporting population Health Management as well as performance and demand reporting to all business areas.


The Health Intelligence lead will lead the Health Intelligence function for the Norfolk and Waveney ICB on behalf of the ICS.

The post holder is expected to have a deep technical understanding of advanced analytics methods and statistical methodologies together with an in-depth knowledge of visualisation methods and techniques.

They will have ample experience in building organisational expertise to ease and enable the adoption of advanced analytics by decision makers and will require a wide-ranging experience of stakeholder management and analytic delivery for operational, performance and planning support.

They will have good working knowledge of relevant analytical and data extraction/processing tools including, but not limited to, t-SQL, R, Python and PowerBI.


The post holder will work alongside stakeholders to understand challenges, generate hypotheses, and translate complex analyses into meaningful outputs to deliver insight and support the case for change.

They will influence decision making by providing reliable, relevant, and well-communicated evidence to customers and proactively identifies opportunities to add value.

The post holder will be required to lead on generation of insights to assist with optimum healthcare for our customers/ICBs in a dynamic environment and support in the development of advanced analytical skills across the ICB and wider ICS.

The post holder will bring technical expertise throughout the Analytical iterative life cycle and champion data-driven decision making to ensure that delivery of healthcare is underpinned by evidence.


You will be working in a small centralised team supporting the Integrated care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk.

You will report in to the Associate Director of Insight and Analytics.

The work is varied, dynamic and interesting, with an excellent team environment. The team now largely work from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities.

  • Generate insights to inform the ICB/ICS operational and strategic programmes.
  • Generate insights to support the commissioning of effective care that makes best use of available resources within the health system.
  • Understand system wide and locality specific priorities.
  • Develop demand and capacity modelling to support recovery plans by the system in the wake of Covid pandemic.
  • Using linked data sets, as well as other sources, to develop innovative analysis and visualisations that support effective decision making within the health and care system
They will use their quantitative and qualitative research skills to,

  • Understand the needs of the local population and the services they receive.
  • Identify and understand drivers of ill health and local inequalities in health and care provision and outcomes.
  • Develop population analysis and deliver this through working with colleagues throughout the health and care system.
  • Understand and communicate the optimum distribution of resources to reduce inequalities in outcomes across the local system.
  • Support the analytical and insight needs of the PHM programme and the evolving system wide ERP.
  • Evaluate the impacts of the changes in the way people engage digitally with primary care services on access and the wider healthcare system across the ICS.


The Health Intelligence lead will also support skills development and analytical career progression across both the ICB core team and wider ICS.
