Overview

Working within Counter Terrorism Policing Headquarters (CTPHQ), the Senior Project Manager will act as a Senior Manager in the Change Pillar and be responsible for the successful delivery of specific project(s) within the national and/or London Counter Terrorismand Protective Security (CT & PS) change portfolio.

Day to day management and leadership of complex projects and project teams across the change lifecycle within a dynamic and flexible environment, to agreed parameters (time, cost, quality).


Responsibilities:


Leadership of a team to bring consensus to what needs to be achieved to resolve business challenges within our mid to high complexity project(s).

Definition and agreement of the appropriate methodologies, governance and reporting mechanisms to be used across project delivery in line with Portfolio Office standards.

Ensuring governing forums and senior stakeholders are appropriately engaged with ongoing change activity through briefings, alongside more targeted conversations to influence others and build support for delivery.

Remote and/or in person task management of a project team within an often reactive environment with moderate to high levels of uncertainty to move towards an agreed delivery end point.

Development of project product breakdown structures and project / work stream plans with team members, followed by monitoring and assurance activities to ensure project progress is monitored and controlled and dependencies managed.

Development of Business Cases at appropriate points of the project lifecycle and then ownership and management of these cases through the multi stage CTPHQ governance process.

Proactive risk and issue management with an understanding of management levers which can be used and appropriate points at which these should be deployed.

Managing commercial processes in conjunction with the CTPHQ commercial team to ensure relevant delivery contracts are in place, then subsequent contract management through the lifecycle of the project(s).

The Senior Project Manager needs to understand principlesaround commercial management and ensure correct controls in place to deliver value for money.

Proactive management of dependencies and working relationships with other areas of CTPHQ or other external organisations which are required to conduct activities to support project delivery e.g.

CTPHQ ICT or Home Office.

Delivering change management activities across the national network -leveraging regional support where appropriate and ensuring the relevant regional stakeholders have input at appropriate points.

This will include people change aspects so the Senior ProjectManager needs to be comfortable leading HR consultation processes in conjunction with the CTPHQ HR team.

Manage communication and engagement with project stakeholders, developing and maintaining key relationships and working in partnership to resolve problems to benefit operational policing.

Ensuring business change is sustained through appropriate embedding activities and ICT and business service management.

Key Skills & Experience
A strong people manager and leader, prioritising the wellbeing of your teams
Comfortable leading diverse teams to resolve high complexity business challenges
Strong technical project management skills including planning and scheduling, RAID, benefits management and governance
Experience in delivering against either Prince2 or Agile methodologies
Strong understanding of change management and the importance of it to landing and embedding change
Exceptionally organised and thrive in a fast-paced environment
Able to meet deadlines and prioritise your own and your team's workload effectively
Confident communicating, negotiating and influencing at all levels
Able to facilitate groups of people to reach an outcome
Managing commercial processes in conjunction with our commercial team
Writing business cases which include strategic, economic, commercial, financial and management cases
Flexing across Prince2 and Agile methodologies, being able to select the appropriate methodology depending on the project environment
Delivering technology enabled change projects
Providing assurance of other business cases
Working for a (local) government, security agency or policing environment
