About the role

  • Responding to reports of unauthorised development, providing expediency responses for your enforcement cases, and progressing cases through to formal enforcement action.
  • You will help set up the team's processes with the aim of really making an impact on how planning enforcement is carried out in Reading.
  • You will actively manage your own caseload and be involved in all aspects of work covered by the Planning Enforcement Team, as well as directing and guiding team members.
  • As line manager for the team you will be responsible for conducting regular performance reviews and be responsible for target setting.
  • Interacting with other stakeholders and customer groups will be essential and you will be the main point of contact for complaints, freedom of information requests, Councillor contacts, and liaison with the legal team to instigate formal action and authorise statutory notices.
  • You will support and report to the Community Protection Group Manager and will be required to make operational decisions and work across functions to find solutions to problems.


There will be the requirement for some work outside of normal office hours to undertake inspections and attend public meetings ad required.

You will need a flexible approach to your work.

About you

  • You must have a recognised Qualification in Planning Enforcement, Town and Country Planning, or equivalent experience in the specialist area.
  • Extensive experience in a public sector enforcement role including experience in planning enforcement or development control/development management.
  • Proven experience in preparing evidence, including the preparation of witness statements and of interviewing offenders in accordance with current legislation (RIPA /PACE etc).
  • Proven experience of preparation and presentation of evidence in court in connection with prosecutions and associated matters.
  • You must be able to communicate effectively with colleagues, members of the public and other agencies, both verbally and in writing.
  • Ability to manage a diverse and busy team.
  • Ability to continuously improve working practices and lead on projects.
  • Driving license is essential.
  • You must have up to date knowledge of legislation, relevant codes and best practice.
