Tempting Recruitment are working alongside our client, a LOCAL AUTHORITY, who are looking to recruit an experienced SENIOR ENGINEER (HIGHWAYS) - PLANNED MAINTENANCE to join their team based in the London area.

JOB SUMMARY
This is an exciting position within the Highway Operations and Protection Team. The purpose of the post is to manage the boroughs Planned Maintenance programme and budget.

This involves footway and carriageway planned schemes such as whole road resurfacing or repaving which must be delivered on time and within budget.

The post holder must have excellent financial management skills to ensure that the annual budget is used efficiently, targeting the roads in the borough in the poorest condition as well as contract supervision experience.


JOB DESCRIPTION
The duties and responsibilities of the role will include:

  • To be responsible for the engineering required to deliver on individual schemes within the Council's Highway Operations and Protection service;
  • To be responsible for the individual engineering delivery of allotted Council's Section 106 and Section 278;
  • To manage individual scheme budgets costs for the Highway Planned Maintenance Programme, assessment of all contractor claims, reviewing external funding streams and including producing monthly monitoring reports for the Assistant Director and Finance;
  • To be the lead officer in respect of allocated individual schemes in liaising with both the Service manager for Highway Operations and Protection, Cabinet Members and other Councillors on scheme delivery
  • To ensure the Council is compliant with current legislation relevant to the Team's service including codes of practices, Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010 and Town and Country Planning Act 1990 including required codes of practice and statutory instruments where applicable to the role;
  • To assist in the manage the staff delivering the scheme on the ground (including contractor management) including to monitor productivity, performance management and allocation of resources;
  • To manage the Councils contractors and consultants in delivery of schemes, including public engagement and consultation.

THE SUCCESSFUL CANDIDATE

  • You must hold a relevant Highway or Civil Engineering qualification, such as a degree, HNC, ONC or similar.
  • You must have experience working in the Highway industry.
