1b. Service Area & Team

Shropshire Council is undergoing a large scale transformation programme aimed at 'Creating a better future', which puts improving the quality of life of all local people at the heart of everything we do.

Their satisfaction will drive our decision making and we are committed to changing for the better, by working together in new ways across the whole council and with our local partners.

Front line services will be empowered to make decisions on the best formof service delivery and will have control of the necessary resources to do so.

As a member of the Shropshire Mental Health Social Work Team, within Adult Servicesyou will support the delivery of the transformation programme in line with the Council's vision, values and strategic objectives.


2. Level & Purpose of Post

You will contribute to the achievement of both the Council's Vision of "Quality and Value in Partnership" and the Directorate's Vision and Values Statement.

You will also play your part in helping to deliver the Directorate's service plan objectives and thetargets set in the Performance Assessment Framework.

You will carry out your work to the standards set in the relevant professional and national occupational standards

The post holder will be responsible to a Senior Social Worker who is in turn responsible for the post holders supervision, health & safety, training & development.

The post will be based in the Mental Health Social Work Team, where we continue key partnership working with our health colleagues in Midlands Partnership Foundation Trust along with other partner agencies.

Some of the post holder's duties will be carried outfrom alternative locations.

The proportion of time spent in the locality and on other duties will be determined in supervision and through the Local Authority line management arrangements.

Key Responsibilities:


  • To carry out duties relating to the local authority statutory requirements under the Care Act and Mental Health Act and Mental Capacity Act (2005)
  • To manage a caseload of people with complex mental health needs.
  • To deliver interventions to individuals and carers as part of an integrated team and in partnership with health colleagues.

4. Main Duties

  • To undertake Approved Mental Health Practitioner duties, participating in the Shropshire AMHP rota.
  • If not yet qualified, to demonstrate the willingness to train as an AMHP as soon as practicable and to participate on the rota once qualified.
  • Provision of AMHP duties under the Mental Health Act either as the AMHP on duty or as a resource to the integrated team Examples of the duties required:
  • _a.
- _Provision of Mental Health Tribunal reports_
- _b.
- _Agree to the making of a Community Treatment Order (CT) extension of CTO, conditions to be included in a CTO, revocation of a CTO_
- _c.
- _d.
- _Carry out the role of social supervisor_
- _e.
- _Displacement or appointment of Nearest Relative_
- _f.
- _Request for independent Mental Health Advocate_

  • To provide Interventions under the Care Act to offer early help and advice and if required determine eligibility for funded support for individuals
  • To provide Leadership and skill in complex situations and in complex case management
  • To provide advice and information to service users, their families and other professionals
  • To ensure the provision of advocacy to service users and carers where required
  • To provide implement, review and monitor funded packages of care
  • To manage a caseload for people with complex mental health problems and to act as care coordinator for a number of service users.

10. Assess the risk to individuals of harm and abuse and act proportionately on any identified risk. 11. To undertake effective, comprehensive assessments of service users 12.To record and document all interventions,using relevant IT systems

  • To follow identify, assess and follow safeguarding procedures for adults and children
  • To take an active part in supervision and development reviews, identifying professional and personal needs and agreeing an action plan to fulfil them.
  • To demonstrate an understanding and awareness of issues related to equal opportunities and anti discrimination and ensure these are reflected in practice
  • To act as a specialist resource to other members of the Team; providing advice and guidance in respect of the day to day delivery of social work services.
  • To contribute to the team team's duty and assessment rota.
  • To comply with safe systems of work in accordance with the Department's Health, Safety and Welfare policies and procedures. To take a responsibility for health and safety issues in the absence of the Area Manager or within his/her direction.
