This is a key role in the Transport Strategy team, which aims to progress priority transport infrastructure schemes and promote sustainable travel.

The role involves working with Council officers, workplaces, developers and other organisations to develop, review and monitor travel plans and deliver initiatives that encourage sustainable and active travel.


About us:

Transport Strategy is part of the wider Transport Strategy & Funding Team within the Planning, Growth and Sustainability directorate. This directorate works with partners to help shape the future of Buckinghamshire. We deliver services on planning, economic growth, regeneration, strategic infrastructure, transport and property.


The Transport Strategy & Funding team works to understand future travel trends, develops our transport priorities for the future, and secures funding from external sources which ensures that essential transport infrastructure can be delivered.

The team undertakes analysis using travel data, traffic modelling, and the results of local surveys to identify what we need to put in place now to allow us to innovate and adapt to future travel demands.

This year we have begun work on our new Local Transport Plan and Local Cycling & Walking Infrastructure Plan (LCWIP).

The team also plays a key role in encouraging sustainable and active travel through travel planning and behaviour change initiatives.

About the role:

It is an exciting time to work for Buckinghamshire's Transport Strategy Team due to the unique opportunities on offer.

In April 2020 Buckinghamshire Council became the UK's newest council with the residents of Buckinghamshire now being served by a single, unitary council.

Buckinghamshire is an ambitious, rapidly growing county, with over 50,000 new homes to be delivered by mid 2030s and three Enterprise Zones to be the focus of the county's economic growth.

It is in the middle of the Oxford to Cambridge Arc and a founding member of England's Economic Heartland.

Buckinghamshire is also affected by several National Strategic Infrastructure Projects which include HS2, East West Rail, and Western Rail Link to Heathrow.


Key Accountabilities
Some of the key tasks which the Transport Strategy Officer (Travel Plans) will be expected to undertake are as follows:

  • Lead the review of developer travel plans to encourage sustainable and active transport, ensuring that relevant guidance is followed and deadlines are met.
  • Monitor progress towards travel plan targets and identify the measures required to them.
  • Conduct a review of the existing developer travel plan process and deliver an improved, robust process which ensures meaningful outputs.
  • Work with Buckinghamshire businesses and organisations to provide advice, support the development of travel plans and promote initiatives to encourage sustainable and active transport.
  • Deliver behaviour change initiatives and promotional campaigns to encourage sustainable and active transport.
  • Provide professional advice, guidance and support to a range of internal and external customers / stakeholders.
  • Proactively build and maintain good working relationships and communicate effectively with all stakeholders, to ensure service delivery and to share and identify best practice.
  • Write reports, briefing notes and responses to provide recommendations related to travel planning and behaviour change.

Any-Desk:


As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required.

You will be required to work from the office a couple of times a week, depending on your role and team requirements.


About you:


As the Transport Strategy Officer (Travel Plans) you will support the Transport Strategy Manager and senior colleagues with developing and reviewing travel plans that encourage sustainable and active travel.

With partnership working being the key to success, you should be enthusiastic about sustainable travel and confident in engaging with and influencing strategic partners and customers to ensure support and positive outcomes.


We are looking for someone who has:

  • Relevant experience and specialist expertise relating to transport planning / travel plans, with evidence of work responsibilities appropriate to the role.
  • Knowledge of transport
