Job description:

Would you like to support low carbon hydrogen projects that will make the economy cleaner and more sustainable? The government has committed to developing up to 10GW of low carbon hydrogen production capacity, with hydrogen set to play a key role in the decarbonisation of a range of end uses.

We are now looking to recruit two SEOs in the Hydrogen Storage Business Model (HSBM) team to support the growth of the hydrogen market

The team

The HSBM is a new team which has been set up following the recent British Energy Security Strategy to consider a range of support mechanisms to incentivise investment in low carbon hydrogen storage facilities.

The HSBM team sits within the Hydrogen and Industrial Carbon Capture Directorate, a fast-paced and exciting directorate that is at the heart of energy and climate policy.

The role will involve working on commercial and economic policy alongside economist and corporate finance advisers and, more widely, with industry, external commercial, technical and legal advisers, as well as across hydrogen and other energy and business model teams in the Department, HMT and No10.

This is an exciting opportunity to work on the design and delivery of support for hydrogen in a politically high-profile area.

The roles

We are looking for two SEOs to join the HSBM team to work across the team.

If successful, you will work on key elements of the hydrogen storage business model design and implementation, learning from other business models already in development.

We are aiming to design a business model for hydrogen storage infrastructure by 2025.

You will be joining a highly motivated and fun directorate with wide variety of skills and experience and work closely with economists and corporate finance advisers to work through challenging and interesting policy, commercial and legal questions.

Person specification:

  • The SEO Policy Advisor post holders are likely to:
  • Work through and resolve complex economic and commercial policy issues to enable shortlisting of suitable options for a storage business model.
  • Work across a mixed team comprising the business model team, corporate finance advisors and external advisors, including legal, and technical specialists.
  • Work closely with the hydrogen networks and markets team, transport business model team and hydrogen production business model team
  • Engage senior civil servants in the Department, HMT and No.10 and Ministers to reach agreement on the solutions to the key policy issues.
  • Engage senior industry stakeholders through bilateral and group meetings and by developing written products, to inform the development of policy and to explain business model design.

The post holders will be expected to work with some flexibility to support wider work across the team as priorities evolve.

Skills and Experience

  • Skills, experience and qualifications (essential):
  • A desire and ambition to work on net zero commercial/economic policy
  • Experience in commercial/economic policy roles or a clear demonstration
