Lead on work to ensure that adults in need of care and support have a voice and can contribute to service delivery and development.

This will include working with experts by experience and advocates.

Be an expert on issues relating to safeguarding in adults and providing professional advice and guidance to health professionals and partners where there are care coordination and care collaboration needs.

Contribute to multi
- agency and multi-professional decision making for adults living with complex care needs in a critical and analytical manner, to promote the best interests of the adult at all time.


Work with the Heads of Adult Safeguarding and the wider team to support the BOB ICB to embed safeguarding into new commissioning and care models, as the BOB ICB works alongside its Integrated Care System (ICS) partners.

To be the delegated lead organisational representative supporting the health system in carrying out individual case reviews.

This may include contributing to mortality review processes, safeguarding adult reviews, domestic homicide reviews and mental health homicide reviews, when required.

Promote and develop clear communication processes to disseminate lessons from the reviews and monitor the completion of actions, using the highest level of interpersonal and communication skills to overcome significant barriers in a potentially hostile, antagonistic or highly emotive atmosphere.


Support the Heads of Adult Safeguarding in ensuring there is a robust local training strategy for the health care sector, using the national statutory guidance and professional body recommendations to the design and delivery of effective safeguarding training, including delivering highly specialised multiagency training.

Lead on developing practice guidance and policies across the health economy, ensuring that performance against these is audited and evaluated to ensure effectiveness.

Lead on project work and audits as necessary, interpreting and presenting highly complex information to the project team creating analytical reports, summarising,and interpreting findings from local and national reviews, regularly providing updates on their progress to inform a system wide improvement.

Support the implementation of contextual safeguarding across BOB ICS and enable this approach to bring about system change in managing highly complex safeguarding risks.


Monitor and report on Prevent, as part of safeguard people and communities from the threat of terrorism, providing assurance and oversight of governance processes.

This will include regular meetings with Police and Local Authorities across BOB ICS as the health care expert.

Provide clinical expertise through safeguarding supervision and support to the Continuing Health Care (CHC) and DoLS teams ensuring compliance with the MCA.

Contribute to the provision of supervision of professionals in primary care, as required.


Create effective networks and partnerships locally and within the ICS partnership, to ensure a system wide approach to the implementation and delivery of the Mental Capacity Act (2005), in accordance with statutory guidance.

Provide assurance to BOB ICB that the health system is meeting its statutory responsibilities in relation to the Mental Capacity Act This includes:

Providing reports to the Heads of Adult Safeguarding demonstrating effectiveness through audit and evaluation, Developing resources to improve the legal literacy of health practitioners across the system, Promote preparation for implementation of the Mental Capacity Act Amendment Bill across the health system, working with CHC and other healthcare providers.
