Reward TUPE and Employment Framework Team


The Reward, TUPE, and Employment Framework Team sits within CSHR Expert Services and supports the evolution of the Civil Service Workforce through setting policy and strategy in the areas of reward, TUPE and workforce policy.

We advise and partner with departments as a centre of expertise, contributing to and implementing Government priorities through effective tailored workforce strategies and solutions.


The team works with a range of stakeholders including the Minister for the Cabinet Office, the Cabinet Secretary and the Chief Operating Officer for the Civil Service and with the Workforce Pay and Pensions Team in HM Treasury.

The team also works collaboratively with wider teams across Civil Service Human Resources to ensure that advice to senior stakeholders in the centre is well evidenced, expert and deliverable within departments.


Job description:


You will lead a team of specialist HR consultants who support departments and functions to deliver effective employee transfers and respond to the employee transfer related elements of Civil Service reform.

You will be a strong leader with a passion for customer service. You will have excellent political awareness and understanding of government structures.


As the lead expert partner, you will use your broad HR expertise to provide consultancy on complex departmental transfers and government change initiatives (such as Machinery of Government changes).


You will build and maintain strong stakeholder relationships with HR leads across government and also key partner teams involved with employee transfers.


As part of the Reward, TUPE and Employment Framework Senior Management Team, the postholder will also be expected to contribute to the wider work of the team to build and develop the team's capability and way of working.


Person specification:


Key accountabilities:


  • Set the strategic direction/priorities of the team, seeking opportunities for continuous improvement and ensuring the service aligns with business priorities.
  • Lead a highquality service where departments and functions obtain the support they need to successfully manage transfers.
  • Line management of 6 HR Consultants.
  • Lead expert partner on complex TUPE/COSoP engagement and consultancy support to departments, functions and the centre in supporting government reform activities (such as Machinery of Government changes).
  • Confidently engage with key partners including: HM Treasury, pension experts, Government Legal Department and Government Actuaries Department, Cabinet Office MoG team, Pensions teams to ensure a seamless transfer service is provided.
  • Showing strategic awareness. Paying attention to the wider factors and the bigger picture that will inform future work for the team
  • Deliver leadership responsibilities within the wider Reward, TUPE, and Employment Framework Team as required

Essential criteria

  • Highly credible HR experience and good knowledge of employment law, HR people policies and practices.
  • Experience of HR consultancy.
  • Expert working knowledge of the TUPE Regulations.
  • Line management and leadership experience.

Desirable criteria

  • CIPD qualified or willingness to study for a CIPD qualification.
  • Expert working knowledge of the COSoP policy.
  • Practical experience of the TUPE Regulations and COSoP policy.
