The role of Mental Health Strategy Lead provides strategic leadership, direction and oversight of SPS Policy areas and interventions within the scope of mental health and wellbeing interventions which are designed to address identified risk and needs of the range of population groups within our care.


The role holder will work with other senior stakeholders across; Directorates, Establishments, Scottish Government and partner agencies in the collaborative development and implementation of policy, practice and interventions designed to (1) maximise opportunity for meaningful engagement and participation whilst individuals are in our care and (2) enhance and maximise their capacity for subsequent successful reintegration into the community.


  • Responsibilities
  • To provide valuesbased leadership and lead the development of strategy and policy within the scope of mental health interventions. To develop, implement and thereafter maintain strategies, policies and procedures, ensuring continued compliance with relevant legislation and best practice. This is within the context of implementing the Directorate Annual Delivery Plan and in alignment with the SPS Corporate Plan.
  • To act as the SPS Mental Health Strategy Lead, providing corporate leadership, support and oversight of mental health interventions across SPS sites. This will include working collaboratively with internal and external partners to create and maintain a recovery framework that aligns practice.
  • To act as the SPS Lead in contributing to the Scottish Government Mental Health & Wellbeing; Suicide Prevention and Self-Harm strategies and aligning with SPS response to embedding mental health support and interventions reducing harm and associated deaths and promoting recovery.
  • To act as a key liaison between SPS and Justice Partners including but not limited to Scottish Government and NHS Prison healthcare, Mental Welfare Commission, contracted and third sector partners on relevant related policy and practice, ensuring SPS practice meets the needs of the prison population, in accordance with Policy and Legislation.
  • To draft and provide high quality briefing documents for the purpose of a range of internal and external communications such as Legal Correspondence, Parliamentary Questions, Director/Chief Executive/Executive Management Group and Cabinet Secretary Briefings.
  • In the absence of Head of Health, assume oversight and responsibility for delegated areas of work.

  • Educated to degree level qualification or demonstrating equivalent relevant experience.

  • Ongoing personal and professional development activity specifically focused on topic area to keep abreast of current and emerging evidence of best practice and associated interventions to provide visible leadership.

  • Knowledge, Skills and Experience Requirements
  • Relevant experience at middle management level within a mental health operational setting.

  • Relevant experience of working in Mental Health recovery and in strategy development including engagement with lived and living experience groups.

  • Proven experience of utilising excellent problem solving and decisionmaking skills, exercising a high level of initiative, judgement and discretion to reach successful outcomes.
