Job description:


Strategy, Planning and Budget


Strategy, Planning and Budget (SPB) operates at the heart of the Treasury to develop the Department's overall strategy, work programme and business plan, helping to deliver that strategy with a large, flexible project team who work on ministerial priorities across the whole range of the department's policy responsibilities.

We also co-ordinate the Chancellor's annual Budget, the Finance Bill and the Treasury's tax strategy, as well as coordinating the Treasury's response to the COVID-19 pandemic.

The Strategy, Planning & Projects Team (SPP) is a hard-working and energetic team, comprising around 50 roles focused on two major areas:

  • "Strategy, Planning & Change" (SPC
  • where this role sits), supports the Treasury's Executive Management Board (EMB) on departmental strategy, performance, and risk. We developed and are responsible for the department's "One Treasury" vision and strategy, lead Treasury's "Diversity of Thought" initiative, and play a leading role in shaping how the department prioritises its resources optimally to address key issues;
- "Strategic Projects", a flexible resource of almost 50 staff that provides rapid support to the highest priority areas of Treasury work.


Recent projects we've supported include:
Ukraine/Russia sanctions and refugee resettlement; the cost of living; and, COVID policy;

What you'll be doing


You will lead for the branch on projects and issues that are a priority for senior officials and Ministers, including developing strategic priorities and the department's Outcome Delivery Plan, reporting on risk and performance quarterly to EMB and the Treasury Board, and thinking creatively about strategies to improve the department's approach to horizon scanning and corporate strategy.


Your portfolio will include a mixture of core responsibilities and distinct projects, and you will be expected to effectively manage and prioritise between them.
