Introduction about the role


The role is to lead the commissioning panel that has oversight of commissioning and testing activities across a portfolio of projects as part of a major infrastructure development to ensure that delivered assets are fit for purpose.


The appointee will work in conjunction with specialists and the panel to plan, monitor, and report against Owner and Operator commissioning requirements and ensure that decisions relating to commissioning are fully incorporated into the scope and programme of the project as it progresses to full site operations.

An amount of this work is expected to revolve around the monitoring and review of each contractor's detailed design development, the construction work, plans for and actual commissioning and testing.

A knowledge of waste management infrastructure operations and regulatory framework would be an advantage.

As a commissioning panel lead, you will be part of our dynamic and highly motivated team working across the UK and internationally.

Our team sits within the Ramboll's Global Energy business and enjoys an unprecedented network of technical expertise across a worldwide range of Energy from Waste and Carbon Capture projects.


Your key tasks and responsibilities will include:

  • Full understanding of Contractual Requirements for Commissioning and Testing
  • Detailed understanding of Contractor and Operator training, testing plans, commissioning plans, H&S provisions, quality records, documentation
  • Review and discussion of commissioning technical queries and interface issues
  • Witnessing and inspection regime (HAZOPs, FATs, SATs, construction completion, cold/hot commissioning, trial operations, take over, performance tests, availability performance)
  • Commissioning progress monitoring
  • Compliance with permitting, planning and preoperational conditions
  • Consideration of operational handover requirements and operational readiness
  • Liaison with the Operator to help ensure a successful transition including planning of training and staff development
  • Snagging and defects rectification monitoring and reporting to client team
  • Watching brief on items to be monitored during Defects Liability Period
  • Final certification oversight including review and reporting of any performance issues.

For this role, we believe your starting point is:


  • Experienced working with EPC contractors and plant Operators
  • Experienced in successful commissioning of waste to energy or equivalent power plant systems, performing role of commissioning lead, including planning, organising and documenting the commissioning activities, and reporting to the project management
  • Able to lead the work of project teams with technical engineers or independently with intermittent supervision within the organisation
  • Competent with MS Office software. Good knowledge in Excel is preferred
  • Project inputs may further be Technical due diligence and engineering feasibility and concept design
