Job description:


  • The Prime Minister's Council for Science and Technology (CST) is the government's toplevel advisory body on science and technology issues. The Council provides independent advice directly to the Prime Minister and Cabinet on strategic science and technology issues that cut across the responsibilities of individual government departments.
  • Recent advice has included how to harness R&D in the UK creative industries, priorities for sovereign space capabilities, how to use a systems approach to meet net zero goals, and how to increase access to finance to allow innovative UK companies to scale up.
  • The Council is supported by a secretariat in the Government Office for Science. The CST secretariat help ensure the Council's advice is timely, of excellent quality, and has enduring impact on public policy and decision making.
  • The role of the Senior Engagement Officer is central to helping to maintain the Council's engagement and influence

Person specification:


  • Lead the development and delivery of CST's programme of engagement with the Prime Minister, Cabinet Ministers, and senior stakeholders from across the UK and international science and technology (S&T) system. Work closely with the wider Secretariat to ensure the Council's engagement strategy is relevant to CST advice and delivers impact.
  • Oversee the planning and delivery of CST meetings and events with Ministers and senior stakeholders. This includes developing agendas, leading with ministerial private offices, and producing highquality briefings.
  • Lead support offered to CST members, including managing the recruitment and induction of new members.
  • Manage the CST page and work with other comms teams to ensure that all appropriate channels are used to reach and effectively engage with different target audiences.
  • Lead work to ensure CST is an effective and transparent public body, including managing publications, conflicts of interests and public correspondence.
  • Line management of one EO, overseeing the logistics of meetings and events including booking venues, organising travel, and managing finances

Skills and experience

Essential:


  • Excellent organisational skills, able to keep track of multiple actions with interdependencies, prioritise competing deadlines, and forward plan required actions.
  • Strong interpersonal skills and the ability to establish networks within and outside government. This role involves building effective, reciprocal working relationships with key stakeholders including Number 10, DSIT, HMT, Cabinet Office, the national academies and research institutions.
  • Effective communication skills, able to articulate ideas clearly, succinctly, and persuasively. Ability to reflect on the success of communications and use insights to make improvements.
