*Project Cost Engineer FSS:

The Ministry of Defence has selected Team Resolute, comprising Harland & Wolff, Navantia UK and BMT, to build support ships for the Royal Navy with a £1.6 billion contract.

Team Resolute has been appointed to deliver three crucial support ships to the Royal Fleet Auxiliary (RFA), where such vessels will provide munitions, stores and provisions to the Royal Navy's aircraft carriers, destroyers and frigates deployed at sea.

This contract will come with investment in shipyard infrastructure to support the British shipbuilding sector, the investment will create one of the most advanced yards in the UK, significant for future export and domestic shipbuilding and offshore opportunities.

*Job purpose:
The Cost Engineer is responsible for providing accurate and value generating input to projects.

The role ensures that all commercial aspects are carried out in accordance with the contract, company policies and procedures, and to the satisfaction of the customer and/or contract leader.

*Area of Work**Responsibilities**PROJECT*- Inputting to the efficient and effective management and issuing of accurate, timely and compliant notices and correspondence

  • Assisting with Risk and Value Management to optimise solution. Monitor and regularly review with the project team. Identifying, analysing, and developing responses to commercial risks.
  • Prepare supply chain specifications, administer, and finalise / close out supply chain contracts.
  • Ensure all notifications/documents are managed in accordance with the contract, and customer / company policy.
  • To develop an understanding of all budgets and contractual requirements of the project
  • To ensure all areas of project management and operations are fully aware of relevant budgets and contractual requirements of project
  • To ensure adherence to all the company's systems and procedures i.e., financial systems, planning systems, project control systems, material ordering and control systems and the necessary authorisations of expenditure
  • To ensure in conjunction with project management that all Variations Orders are raised, costed and that the necessary variation is submitted in a timely fashion for all changes. Once agreed ensure that the budgets, forecasts, etc. are updated to reflect any changes and that the VO register is updated accordingly
  • To liaise with the customer in respect of cash flow and ensure that payments are made in accordance with the Income Plan
  • To ensure that the booking of manhours is accurately maintained and recorded against the appropriate codes.
  • To develop and maintain a cost control model to include:
  • The necessary cost coding structure for the effective execution and monitoring of the project and ensure that internal departments are fully aware of and use this coding e.g., stores, procurement etc.
  • The budget for the project recognising, original budget, internal adjustments, owner variations and cancellations
  • All expenditure i.e., material, labour and internal utility and financing costs
  • All deferred costs e.g., insurance
  • The earned value and performance on the project
  • A forecast of project outcome
  • To assist in the planning of the project work scope to support the cost control model
  • To adhere to the Document Control System especially in regard to contractual agreements, appropriate records, backup of costs and correspondence with the Owner.
  • To provide support as required to PIMS/Payroll/Accounts payable/cash and bank/Management Accounts sections
  • To monitor and provide assistance in administration of major subcontracts
  • To assist the Project Manager, complete the Project Reporting
  • To maintain effective working relationships with other company departments, external agencies and customer representatives
  • To assist with other activities as required

  • Preparation of cost, value, and reconciliation monthly reports on each assigned project.
  • Coordinate with Clients, Sub-Contractors, Suppliers to ensure information; costs, profitability and value meet the requirements of each project through to final accounts.
  • Manage subcontractor's account in strict accordance with their terms and conditions to meet project demands/timeframes.
  • Visits on site to view works completed, quality and management of costs.
  • Experience of setting up and/or operating office management systems including filing systems and document control and distribution
  • Experience of drafting contractual correspondence on behalf of the Project Manager and preparation of payment certificates and interim financial reports
  • Qualification in Earned Value desirable
  • Up to 34 years' experience, ideally in a related industry
