Job description:

Do you enjoy solving problems? Do you like working with people towards a common goal? Would you like to help us reduce carbon emissions and support energy security?

In this role you would lead a team of ~6 FTE that aims to eliminate 3 out of the 4% of UK emissions that come from oil and gas production.

The Government and sector have agreed to cut their emissions through the North Sea Transition Deal and this team is working to electrify oil and gas platforms with renewable electricity to achieve this.

The role involves working with the industry to support near-term projects which will be key to delivering on decarbonisation milestones this decade.

In addition, close working with regulators (particularly the North Sea Transition Authority) will be part of the role and interaction with a number of relevant BEIS teams in, for example, networks and offshore wind teams.

You will provide expertise and a deep understanding of the challenge in order to drive delivery by, for example, running a Quarterly Board composed of senior officials from Government and the key regulators to identify and overcome barriers.

You will be the policy lead in an area which covers the electrification of oil and gas platform, policy on the venting and flaring of methane from installations and how we drive this down quickly.

You will make close links with teams dealing with delivery of Net Zero and the energy transition as well as the wider oil and gas exploration and production team.

We deal with one of the more high-profile issues facing energy policy and have regular contact with Ministers and with senior figures within Government and the sector.

You will support Ministers in preparation for and at Parliamentary events and brief senior staff for engagement with the sector, other parts of Government and the key regulators.

Person specification:

  • Lead policy development regarding the decarbonisation of oil and gas production in the UK
- including electrification of offshore oil and gas platforms to enable the use of renewable electricity in operations
- including policy related to venting and flaring of greenhouse gases from operations and meeting pledges such as the World Bank initiative on methane and the Global Methane Pledge

  • Engage with teams across BEIS including those delivering wider Net Zero responsibilities
  • Engage with external stakeholders such as the oil and gas companies active in the North Sea e.g. Total, Shell, BP, Equinor and others
  • Keep projects on track (with PPM support)
  • Work with analysts and legal specialists for expert input
  • Manage relations with senior officials, keep them informed and ensure 'no surprises'

Skills and Experience
We are looking for someone who is enthusiastic about the role and who wants to make a difference. We would love to hear from you if you have experience of this kind of problem-solving or policy-making approach. We are keen to include people who come with new ideas and fresh approaches.
