The Purpose of the Role:


Our Historic Matters Business Unit has been established to redefine Post Office for the next generation whilst responding and dealing effectively with the issues from the past.

Post Office can only do this if we change our operating model and our culture - and this role will support the organization to address its historical failures and ensure that a similar scenario can never happen again.


The Head of Finance role will focus on accounting and analysis to support the Historical Matters Programme in its key decision making to ensure the programme is able to forecast and deliver within budget.

You will be the financial expert and key business partner to the Historical Matters and Inquiry Finance Director.

The Historical Matters teams operate independently from the day to day running of POL operations and are accountable for defining and delivering the vision and strategic objectives of the Historical Matters Business Unit by leading the function, functional strategy and its delivery roadmap.


The role will report to the Finance Director for Historical Matters and Inquiry and will work alongside other senior finance analysts and senior business stakeholders.


Principal Accountabilities:


  • Manage the monthly reviews review and challenge for projects within the Programme providing the appropriate high level analysis of performance, identifying risks and opportunities, and driving cost efficiency initiatives
  • Provide financial insight, analysis and reporting on project performance versus budget and forecast, ensuring implications for outlook are articulated and acted upon
  • Maintain a register of cost Risks & Opportunities, highlight through the appropriate channels and ensure alignment in monthly forecasts
  • Manage budgeting and forecasting process, challenging Project teams to deliver a robust plan within the guidelines and timetable established by the Financial Control team.
  • Evaluate business cases for investment decisions, challenging assumptions and ensure compliance with governance, making recommendations to improve return on investment
  • Prioritise project issues for review with project leads, sponsors and SteerCos
  • Provide expert advice and an independent view to the Inquiry Senior Leadership Team, HMBU/Inquiry FD and project team
  • Drive a commercial focus and challenge to strategic planning and decision making within the programme business unit
  • Participate in cross Finance initiatives and work streams to include support for any audit work carried out
  • Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities
  • Empower employees to take responsibility for their role, objectives and own development. Delegate responsibility and expect accountability and regular feedback.

Qualifications, Experience & Skills:


  • Skilled at building relationships at senior level, with very strong ability to influence through gravitas and confidence
  • Resilience ability to operate effectively in a highly pressured environment
  • Broad range of accountancy skills fully qualified accountant with CCAB recognised qualification (e.g. ACA, CIMA, ACCA)
  • Experience in a programme finance environment operating at a senior level across multiple projects
  • Good understanding of finance systems (particularly SAP, BI, Anaplan)
  • Computer literacy/numeracy with strong Excel, Word and Powerpoint skills
  • Knowledge of business case and investment appraisals
