Business in Focus is the lead delivery partner in Enterprise Partnership Cymru, along with Menter Môn, M-SParc and an eco-system of support agencies across Wales.

Enterprise Partnership Cymru has won the contract to deliver the Business Wales service on behalf of the Welsh Government, providing advice and support to entrepreneurs pan-Wales.


The Entrepreneurship and Start-Up Service focuses on providing a wide range of advice to young people and start-up businesses through a variety of means including digital, telephone and face to face support.


Entrepreneurship and Start-Up Service was successful in their bid to deliver both Business Wales advice services; Entrepreneurship and Start-up Service and Business Development and Growth Service.


The Role


The Finance Officer - Entrepreneurship and Start-up is responsible for supporting the Head of Entrepreneurship and Start-up with financial management of the Entrepreneurship and Start-up contract budget and ensuring compliance with the Company's financial responsibilities, both contractual and commercial.


The Finance Officer - Entrepreneurship and Start-up role requires regular liaison with senior representatives in the Welsh Government and other stakeholders.

Successful management will require working collaboratively with Business Wales - Entrepreneurship and Start-up and the Head of Finance & Governance, as well as other Business in Focus and Consortium colleagues, across all management structures.


The Responsibilities

  • Work with Entrepreneurship and Startup managers to develop appropriate budgets and forecasts.
  • Review budget proposals for accuracy and affordability. Present recommendations for funding requests to Head of Finance & Governance, contract stakeholders as well as managers within Business in Focus.
  • Review financial performance of Entrepreneurship and Startup contract and its projects. Including monitoring specific budget lines and proposing adjustments to utilise the contract funding effectively. Liaise with BW and Business in Focus Management Teams as necessary.
  • Monitor contract expenditure and coordinate related documentation, e.g. purchase orders. Collate financial data to provide monthly financial management information and reports, providing trend analysis and variance reports for Head of Finance & Governance and Head of Entrepreneurship and Startup.
  • Keep Delivery and Contract Managers appraised of status and availability of funds.
  • Work with Finance Team to provide accrual, prepayment and cashflow information. Build understanding of key financial processes and promote sound practices within Business Wales Entrepreneurship and Startup.
  • Work with Head of Finance & Governance to develop riskbased approach for contract financial management. Subsequently to identify risks, escalating issues as appropriate to Head of Entrepreneurship and Startup and Head of Finance and Governance. 9. Ensure clear communication of financial matters to Entrepreneurship and Startup managers. Monitor and review financial management information regularly and agree action plans to maintain on/return to target.
  • Support Business Wales colleagues in answering their financial queries, providing ad hoc reports and improving reporting procedures.
  • Support Head of Finance and Governance in producing timely and accurate BDG contract management information for the completion of periodic returns.
  • Regularly work with internal and external senior level stakeholders, as required. Ensure there is a collaborative approach with the Business Wales Management Teams, the wider Business Wales service, as well as the Business in Focus Management Team, as appropriate.
  • Deliver to a high standard of customer service in a professional and knowledgeable manner.
  • Act as a role model and seek to lead and motivate the team and others, promoting collaborative working and maintaining high levelsof energy and motivation.
  • Support the Head of Entrepreneurship and Startup by identifying and making recommendations for continuous improvement, e.g. content, procedures, systems of work. Proactively share intelligence information with management to develop engagement, reach and service provision.
  • Undertake any other duties as reasonably required by the Management Team of Business Wales.
