Some details about the role

In this role, you will:

  • Assist with the day to day management of the Council's land and property assets. You will provide an estate management service including the negotiation of rent reviews, and renewals of leases and licences, property inspections, instructions to external valuers, and liaison with Legal and Finance services when required.
  • Help to identify opportunities to promote the most effective use of the Council's property with the clear aim of maximising financial returns from either income, achieving Council priorities and/or minimising debt.
  • Assist with the valuation, acquisition and disposal of council assets.
  • Be an effective part of the Estates team.

What we are looking for in you

  • Help identify surplus property and arrange disposal when the commercial opportunity arises.
  • Implement policies for evaluation, acquisition, hiring, management, letting and disposal of land and buildings, in consultation with appropriate Directorates.
  • Review of all property and all interests in property and assist with the maintenance of a comprehensive up to date register of all estates and interests.
  • Develop and manage relevant strategic partnerships aimed at enhancing the Council's approach to the use of its estate.
  • Negotiate leases, licences, agreements, easements and other rights over land and buildings, and ensuring that the Council receives the most economic return on property lettings.
  • Prepare valuations working with the Estates team senior surveyors.
  • Respond as appropriate to enquiries from the public and provide information regarding property issues as required to Directors, to other Council services and to external advisors.
  • Work in partnership with others to deliver excellent services, inside and outside the organisation.
  • Be an active and positive team player and work with their colleagues in the Estates team to help drive performance and quality standards throughout, whilst responding to Council requirements and ensuring the service is delivered in a planned and coordinated manner.
  • Have the ability to think, plan & act independently, be flexible in response to work requirements according to circumstances.
  • Have the ability to carry out other duties appropriate to the level and character of the post.
  • Manage workloads and prioritise effectively to meet demands of departmental objectives.

In addition you will have:


  • MRICS designation specialising in landlord and tenant or commercial property and valuation, or working towards (essential).
  • RICS Registered Valuer (or working towards).
  • Evidence of continuing professional development.
  • An understanding and practical work experience of undertaking both rental and capital valuations
  • Proven ability to plan and prioritise work, manage time and respond effectively to changing circumstances
  • Proven ability to motivate self and use initiative, and assess and set work priorities
  • Experience of handling negotiations in relation to property transactions
  • Experience in undertaking rent review and lease renewal negotiations
  • The ability to think, plan & act independently, develop creative and innovative solutions for the achievement of agreed aims and outcomes
  • The ability to operate in a confidential and professional manner at all times
  • Experience of working with computers and Microsoft office
  • Experience of dealing with property related legal issues
  • A full valid UK driving licence (essential).
