Job summary:


  • To be the official responsible for leading the Public Sector Fraud Authority and government's wider response to public sector fraud means you will work with departments, public bodies and the counter fraud industry to understand the loss and threat from fraud, set out what is the targeted level of fraud and error loss should be, and assess how the government is performing against these metrics. The CEO will be accountable for creating a system where the government's response to fraud, across the circa 16,000 public servants who work in this area, is increasingly modernised and continuously improving using better tools, techniques and capabilities to have an increasing impact on the multibillionpound loss.

Job description:


The Public Sector Fraud Authority will sit at the heart of government and will include the centre of the Counter Fraud Function, currently based in the Cabinet Office.

It will report to HM Treasury and the Cabinet Office, with the CEO being the Senior Sponsor for this role.

The CEO will be the leader of this new organisation.

They will be the expert voice, supported by other experts in the Advisory Panel, the Executive Committee and the SCS Functional leads in departments.

They will be the definitive voice on the level of fraud risk, threat and loss, the level of performance in dealing with this and the direction of travel for countering fraud against the public sector.

They will be responsible for ensuring that structures are built to assess the quality of counter fraud work.

They will be accountable for the creation and performance of specialist services to support departments and public bodies that will have measured and auditable outcomes.


Person specification:


  • A sound understanding and proven track record of counter fraud
  • Credibility to work with Ministers, Senior Officials and other stakeholders
  • Ability to deliver complex initiatives and services, collaborating across sectors or organisations
  • Strength in building, inspiring and motivating teams, developing professional capability in an inclusive, systematic and sustainable way
  • Experience of managing complex budgets, delivering results against targets and generating income
  • Ability to take complex situations and communicate succinctly both through written word and orally
