  • Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Naval Service.   • The Director Navy Acquisition (DNA) organisation is a collaborative and matrix managed team, that works together to manage the Navy's major acquisition programmes.
Our Programmes are grouped into Programme Management Offices according to the capability being delivered:
Ships Acquisition (SAPMO), Equipment & Systems Acquisition (NESA), Future Support Acquisition (FSA), Future Commando Force (FCF).

Supporting the programmes are a P3M Team (with specialists in Risk, Schedules, Benefits, Finance, Communications and Governance), and an Acquisition Portfolio Team (covering Portfolio Definition, Assurance and Governance).

Job description:

The Acquisition Portfolio Officer role is an exciting new role in DNA.

The role sits within the Dir Acquisition Portfolio team which is led by a Grade 7 Portfolio Team Leader and will be providing the required support to meet the needs of the Definition and Assurance managers.

The Portfolio Officer will support the Line Management with the relevant priority tasks within the Portfolio area.

This will include, but not be limited to:

  • Definition activities under Business Processes 1 and 3 including the management and control of projects or programmes that have been identified for transfer into the DNA portfolio.
  • Support the Assurance Manager in ensuring that level 2 assurance is being applied consistently across the DNA portfolio and that policy and processes are aligned accordingly within Navy Command and wider Defence.
  • Support the Governance Manager to ensure effective Management Information across the organisation, coordinate and manage timely MI returns and provide a mechanism to track project progress.

Person specification:


  • Support the Definition manager in defining the scope of the DNA portfolio of programmes, ensuring the portfolio contains relevant programmes which are at the right stage of the Defence Acquisition Cycle and fit with the overall DNA Portfolio purpose.
  • Support the Definition manager in the formal transfer of all programmes into the DNA Portfolio, working with key stakeholders to ensure agreed minimum transfer criteria is met and a suitable date of transfer agreed.
  • Support the Definition manager in horizon scanning across Navy Command to anticipate programmes that may potentially fall within the future remit of the DNA portfolio, and work with relevant programme leaders across NC to determine the optimum point of transfer to the DNA portfolio. Produce and maintain relevant Management Information in relation to the DNA Portfolio horizon.
  • Support the Assurance manager in the delivery of the Assurance Framework for Director Navy Acquisition Sub-Portfolio, working across all programmes and projects to ensure formal assurance is being undertaken consistently whilst being delivered efficiently and effectively.
