Salary and grade:
Grade 7 £45,568 - £50,764

Duration of role:
Fixed Term, 36 months, full-time, 37 hours per week

Location:

Hybrid working - primarily from home but also at Council Office at Abbey House, Abbey Close, Abingdon OX14 3JE.

Some on site attendance across the districts is also likely to be required.

We are establishing an exciting new team to deliver and manage our Refugee Housing Programme.

The programme is working to provide transitional housing for a number of refugee groups through a number of different government schemes.

The programme involves the acquisition and management of transitional accommodation and community integration support for refugees while they settle in the UK.

Main duties and responsibilities:

To support the head of service and service manager by:
providing input into the creation and deployment of service plans
understanding and contributing to budget planning, management, and expenditure (overseeing and controlling the budget for your team, as required)
maintaining an awareness and understanding of new legislation and/or best practice, relevant to your team, interpreting the resulting implications and developing appropriate policies, procedures, and practice to ensure that both councils comply with their statutory obligations, as well as to secure performance improvement and increased customer satisfaction


Line Management
leading by example in modelling the conduct, behaviour and values expected of the councils' employees and establish a working environment within your team in which individuals can excel
undertaking and recording performance reviews according to HR policy and procedure
taking initiative for solving issues and problems
to cover the duties of the service manager, if required i.e. when the service manager is unavailable through sickness, annual leave or has conflicting appointments
ensuring the councils' policies and procedures are deployed correctly within your team, notably health & safety and GDPR
undertaking all such duties and responsibilities determined by the head of service or service manager that is commensurate with the nature of the post


Specific to this service
To monitor and proactively manage contractor performance, dealing with any issues swiftly and professionally. To also ensure that the approved contractor is performing as per contract.

To maximise income to the Councils by ensuring that voids are inspected and turned around quickly to the correct standard and targets.

To collect rent as per tenancy's agreement. Liaise with stakeholders to ensure affordability as required.
Meet and greet all new tenants and offer full briefings
Manage arrears to minimise debt.

To plan and maintain the Council's service and testing programmes, ensuring compliance with current regulations and health & safety requirements and to monitor the maintenance contracts as required.

To manage, co-ordinate and instruct all agents, contractors and consultants carrying out works to the Council's homes, providing specifications where necessary and ensuring value for money.

To undertake estate inspections together with relevant staff and carry out all follow up work in the inspection program.
To oversee any adaptation works, ensuring where possible claims are made to the relevant external funding authorities.
To assist the Senior Management Team in the preparation of annual budgets.
To ensure work programmes are met and carried out within budget and that value for money is achieved.
To produce regular reports on actual and committed spend against the budget.
To monitor and report on performance, resident satisfaction, identifying trends and implementing any improvement plans, producing reports as required.
To Develop a full in-house internal solution for tenancy and property management.


Experience
a relevant professional qualification or equivalent demonstrable vocational experience
proven successful line management experience preferable
in-depth knowledge and experience of affordable housing
