Connect2Luton are excited to recruit a Highway Inspector on behalf of Luton Borough Council within their Public Realm department.


Main purpose of position:

Inspect the condition of highways and complete appropriate records of the inspection and organise works required. Once works are complete, check and agree invoices for payment.


Y ouwill be responsible to:


  • Undertake programme of inspection of highways to assess the condition of carriageways, footpaths, kerbs and street furniture in accordance with the priorities determined by the Maintenance Manager. Ensure newly adopted roads are included in the programme.
May be required to attend emergencies outside working hours.

  • Complete accurate records of the assessment of the highways, to identify defective areas and raise works orders indicating the priority, nature and dimensions of the works to be undertaken.
  • Investigate service requests, complaints and accidents relating to the condition of the highway. Inspect the site if appropriate with claimant and raise a works order for the defect to be remedied. Attend court as a witness if required.
  • Ensure that building works adjacent to the highway do not damage the highway and if required and raise a rechargeable works orders for any resulting damage caused to the highway. Carry out highway enforcement as required, such as obstructions on the highway,vehicles for sale on the highway, unauthorised vehicle crossings, overgrown trees/hedges, building materials on the highway etc.
  • Identify footpaths and carriageways requiring weed spraying during the programme of highway inspections and draws up a schedule for submission to the Cleansing Manager.
  • Supervise works on site, including, ensuring that works are carried out to the specifications and standards laid out in the contract. Ensure that performance monitors are recorded and invoices submitted in accordance with works carried out.
  • Check and agree invoices submitted in accordance with the works carried out.
  • Inspect known areas of concern in periods of adverse weather and identify any work required.

Skills and Experience

  • Demonstrable experience of construction material and standards in relation to Highway Maintenance
  • Able to collate and analyse information and data and undertake straightforward calculations of areas and quantities
  • Able to investigate situations to establish facts and circumstances and to draft factual reports and letters
  • Able to organise workload to meet work demands, targets and deadlines
  • Able to work within established procedures and with others in a team
  • Demonstrable knowledge of Highways Act, New Road and Street Works Act and Health & Safety regulations relating to highways maintenance
  • BTEC Civil Engineering or equivalent qualification or equivalent experience and training
  • Able to visit and traverse sites and accident area's throughout the Borough to undertake inspections and take measurements (Daily)
